FY2024-2025MidcycleBudgetGeneralPurposeFundDeficit(Item10) DATE: April11,2024
DearMayor,CouncilColleaguesandMembersofthePublic,
AstheCouncilbeginsourMidcycleBudgetProcess,Iwouldliketoshareourtimelineforreviewanddiscussion.ThistimelinewasdevelopedwithFinanceDirectorRoseman,andasyouknowtheCityAdministratorandMayorhavealreadybeguntheirprocesswithDepartmentDirectorstodevelopaproposedbalancedbudgetthatclosesaprojected$175milliondeficitintheGeneralPurposeFund.
Lastyear,weclosedahistoric$360milliondeficitbymakingtoughdecisionsandadoptingabalancedFY2023-2025budgetthatreducedexpenditureswhileavoidinglayoffs,maintainingcriticalservices,andmakingrecordinvestmentsinaffordablehousing.
Inordertoclosethisyear’sdeficit,wewillhavetomakeeventougherdecisions.IwanttoremindusofourcommitmenttoworktogetherasOneOakland— tofocusondeliveringeffectiveandequitableservicesaswecontinuetotacklehistoricracialinequitiesandsystemicproblemsinordertochartapathforwardtowardsanequitableandthrivingfutureforallOaklanders.
IlookforwardtoreviewinganddiscussingourCouncilprocessandtimeline,andtoourfullparticipationinthisprocesswiththeAdministrationandourconstituents.

Whilethisbudgetprocesswillbeverychallenging,wemustcontinueourworktowardshiftingourbudgettowardsgreaterequityandaddressingsystemicdisinvestmentinvulnerableandmarginalizedcommunities.IremaincommittedtoworkingwithallofyoutoadoptabalancedbudgetthatadvancesthefourprioritiesofourCouncil:1. Affordablehousingandhomelessnesssolutions,2. Communitysafetyandviolenceprevention,3. Goodjobsandavibranteconomy,and4. Clean,healthy,sustainableneighborhoods.
