ADOPT A RESOLUTION DECLARING, MAY 5 2024 THROUGHMAY11, 2024 MUNICIPAL CLERKS WEEK IN THE CITY OF OAKLANDAND HONORING OAKLAND CITY CLERK ASHA REED AND HERSTAFF WHEREAS, giventheimportanceoftheroleoftheCityClerkintheaffairsoftheCityofOakland,theCityClerkisdesignatedasa CityOfficialandtheOfficeoftheCityClerkisestablishedpursuanttotheCharteroftheCityofOakland;and WHEREAS, intheCityofOakland,theCityClerkservesasboththeCityClerkandtheClerkoftheCityCouncil;and WHEREAS, theOfficeoftheCityClerkservesastheinformationcenteronfunctionsoflocalgovernmentandcommunity;and WHEREAS, theOfficeoftheCityClerkprovidestheprofessionallinkamongsttheCityofOaklandanditsCityDepartments,thecitizens,andlocalgoverningbodiesandagencies;and WHEREAS, CityClerkshavepledgedto be evermindfulof theirneutralityandimpartiality, renderingequalservicetoall;and WHEREAS, CityClerkscontinuallystrivetoimprovetheadministrationoftheaffairsoftheOfficeoftheCityClerkandtheirgovernmentagenciesthroughparticipationineducationprograms,seminars,workshopsandtheannualmeetingsoftheircounty, state,national,andinternationalprofessionalorganizations;and WHEREAS, CityClerkAshaReedwasappointedastheCityClerkfortheCityofOaklandonMarch2,2021,andpreviouslyservedasActingCityClerksinceJune1,2020;and WHEREAS, CityClerkAshaReedhasservedasanemployeewiththeCityofOaklandsinceApril22,2013joiningtheranksoftheOfficeoftheCityClerkasaLegislativeRecorderandassumingthepositionofAssistantCityClerksinceJuly29,2017;and WHEREAS, CityClerkAshaReedleadsagroupofhardworkingstaff,includingKTOPTV stationemployees,whoare highlycommittedto providingandimprovingaccesstogovernmentservices;and WHEREAS, undertheleadershipofCityClerkAshaReed,theOfficeoftheCityClerkiscommittedtohighstandardsofpublicservice;and WHEREAS, undertheleadershipofCityClerkAshaReed,theOfficeoftheCityClerkhas diligentlyandtirelesslynavigatedtheunprecedentedCOVID-19pandemic,whenthebusinessoftheCityCounciltransitionedalmostexclusivelytoremotetechnologyafterMarch19,2020,whenCaliforniaGovernorGavinNewsomissuedExecutiveOrderN-33-20,ordering,withlimitedexceptions,allindividualslivinginthestateofCaliforniatostayathomeorattheirplaceofresidence,untilfurthernotice;and WHEREAS, undertheleadershipof CityClerkAshaReed,duringtheCOVID-19pandemic,theOfficeof theCityClerkhasimplementedtechnologyto makeCityCouncilbusinessaccessibleremotelyforCityCouncil,Citystaff, andmembersofthepublic,whichincludesestablishingnewprocessesandsystemsin agendamanagementtechnology, recordsmanagement,and administrationof municipalelectionsto enablethe publicto accessinformationandfullyparticipateingovernmentalprocessesaffectingthequalityoftheirlives;and WHEREAS, itismostappropriatethatwerecognizetheaccomplishmentsoftheOfficeoftheCityClerkandtheunwaveringdedicationtoservetheresidentsoftheCityofOakland,theelectedofficials,CityDepartments,andotheragenciesintheCityofOakland;now,therefore,beit RESOLVED: ThattheCityCouncilrecognizestheweekofMAY5,2024throughMay11,2023asMunicipalClerksWeek,andfurtherextendsitsdeepappreciationtoourCityClerkAshaReedandthecommitted,hardworkingstaff oftheOfficeoftheCityClerk,andtoallClerksacrossthenationforthevitalservicestheyperformandtheirexemplarydedicationtothecommunitiestheyrepresent;andbeit FURTHERRESOLVED: ThattheCityCouncilrecognizesCityClerkAshaReedandherstaff fortheirtirelesseffortsthroughouttheCOVID-19pandemicandtheshifttoremoteCouncilmeetingsandbusiness,andnowhybrid,toservetheresidents,departments,andelectedofficialsoftheCityofOakland.
