AGENDA REPORT

TO: Jestin D. Johnson FROM: William A. Gilchrist

City Administrator Director, Planning and
Building Department

SUBJECT: SUPPLEMENTAL – FY 2023-24
Quarter 3 Update on Code
Enforcement Activities
DATE: July 16, 2024

City Administrator Approval Date:

RECOMMENDATION

Staff Recommends That The City Council Receive An Informational Report Regarding The Fiscal Year 2023-24 Quarter 3 Update On The Planning and Building Department's Code Enforcement Activities.

REASON FOR SUPPLEMENTAL

The Agenda Report was rescheduled from the July 9, 2024 Community and Economic Development Committee to the July 23, 2024 Committee meeting. In the intervening time, Building Bureau leadership made recommendations to enhance the report with additional information that has not been shared in past reports; information which should provide more specificity to the public and other stakeholders.

The new information added to the report includes:

A Request for More Staffing

In responding to a request from the City Administrator’s Office (CAO) on how Code Enforcement can improve the number of Building Maintenance cases abated and closed, staff provided a request for more staffing; specifically, Specialty Combination Inspectors and administrative staff to increase capacity in this area (page 6).

Confirmation of Current Staffing Levels

Due to the aforementioned request from the CAO, and also the fact that this report was rescheduled to the July 23, 2024 Community and Economic Development Committee; Building Jestin Johnson (Jul 17, 2024 18:35 PDT)

Subject: SUPPLEMENTAL – FY 2023-24 Quarter 3 Update on Code Enforcement Activities Date: July 16, 2024 Page 2

CED Committee
July 23, 2024

Bureau leadership has provided a confirmation that the staffing levels identified in the FY 2023- 24 Quarter 3 report are current.

Data Disaggregation

The CAO requested that Code Enforcement provide a breakdown of the “Case Management Duration” data depicted in Attachment A. Instead of one slide, this data now comprises four slides in this report. See Attachment A, slides 8 through 11.

Inclusion of Trends in First Inspections and Monitoring Inspections

Building Bureau leadership determined that a depiction of categorized trends in re-inspections and monitoring inspections would be helpful, as those trends have been depicted in past Quarterly Reports, but only for First Inspections. There are now two graphs, that show first inspections as well as re-inspections and monitoring Inspections. See Attachment A, Slides 5 and 6.

Other Changes

• On page 8 of the Agenda Report, in reference to the increase in the amount of time that each step of the Case Management process takes on average, the information has been updated to reflect a shorter period of time than was depicted in the original Agenda Report. This dramatic difference is due to the fact that newer calculations were used that enable disaggregation. The newer calculations showed that previous timeframes had been overstated. See Attachment A, slides 8 through 11.

• Other, minor rhetorical changes to provide more clarity within the document.

ACTION REQUESTED OF THE CITY COUNCIL

Staff recommends that the City Council receive an Informational Report regarding the FY 2023- 24 Quarter 3 update on the Planning and Building Department’s Code Enforcement activities.
