_____________________________________________________________________________________ Theproposedresolutionforestablishingcommunitytrafficsafetypermitsaimstoexpeditetheimplementationoftemporarytrafficcalmingmeasuresinhigh-injurynetworkcorridorsandnearschools,communitycenters,orbusinessesservinglow-incomeneighborhoods.Thegoalistoenhanceroadsafetyforvulnerablepopulations.
ResidentswithinHighInjuryNetworksareparticularlysusceptibletoroad-basedtrafficviolence,oftenresultinginseriousorfatalincidents.Thisprogramwillenablerapiddeploymentofquick-buildtrafficcalmingprojectsandempowercommunity-basedorganizationstoleadproactiveroadsafetyefforts.Fordetailedinformation,seeAttachmentBfortheagendareportpublishedinNovember2023andtheresolutionpassedbytheOaklandCityCouncilrequestinganinformationreportfromtheDepartmentofTransportation(OakDOT).
SincetheinformationreportwaspresentedtothePublicWorksandTransportationCommitteeonApril23,2024,District3staff,OakDOT, andmembersofTransportOaklandhaveworkedtogethertoaddressequityandstaffingconcerns,incorporatinginputfromadvocatestodevelopapathforwardfortheCityofOakland.
ThisresolutionwillestablishapermitprogramallowingtemporarydemonstrationprojectsuntilpermanentimprovementscanbemadebyOakDOT. PermitapplicantswillcollaboratedirectlywithOakDOTandPublicWorks.
TheprogramwillincludetwotrialdemonstrationprojectsimplementedbyOakDOT, incollaborationwithcommunitystakeholdersinEastandWestOakland.OakDOT, withconsultationfromDistrict3staff andTransportOaklandmembers,willselectdemonstrationprojectslinkedtoapprovedcapitalimprovementprojects,focusingonservinglow-income,Black,andBrownresidentsinhigh-injurynetworks.WithapprovalfromtheCouncilmemberoftherespectivedistrict,applicantsmayuseremainingdiscretionaryfundsallocatedfortrafficsafetyoridentifyexistingOakDOTprogramstocovercostswithoutreturningtothecouncil.
Uponcompletionofthetrialprojects,OakDOT, withcommunityinput,willdevelopaframeworkandtoolkitforthepermitprogrambyApril1,2025.Thisframeworkwillincludeapplicationrequirements,guidelinesfortrafficcontrolplans,approvedprojecttypes,andnecessarysuppliesandequipment.
