RESOLUTION APPOINTING COUNCI LMEMBER NOEL GALLO AS
VOTING DELEGATE TO REPRESENT THE CITY OF OAKLAND AT THE ANNUAL LEAGUE OF CALIFORNIA CITIES' 2024 CONFERENCE
OCTOBER 16-18, 2024 IN LONG BEACH, INCLUDING APPROVAL OF TRAVEL EXPENSES FOR ATTENDING 2024 CONFERENCE
WHEREAS, the City of Oakland is a Member City of the League of California Cities; and WHEREAS, the Bylaws of the League of California Cities, Article V, Section 3 (a) state:
"Designation. Each Member City may, with the approval of the city council, designate a city official as the city's designated voting delegate and, in the event that the designated voting delegate is unable to serve in that capacity, up to two alternate voting delegates; and WHEREAS, the City Council’s Rules of Procedure, Rule 6 (Resolution, No 89588 C.M.S.) states that “the President of the Council shall recommend appointments to regional and local boards and agencies, as appropriate, subject to confirmation by the Council;” and WHEREAS, on January 5, 2024, Council adopted its 2024 State and Federal Legislative Agenda that the Council appointees shall advocate for; and
WHEREAS, the Council President wishes to appoint Councilmember Noel Gallo as the City of Oakland's Voting Delegate, to the Annual League of California Cities Confer ence from Ocrtober 16-18, 2024; and
WHEREAS, City Council Resolution No. 82800 C.M.S. approved by Council on June 1, 2010 establishes a policy that Councilmembers, when seeking Council approval for travel, shall indicate whether City funds will be used when travel involves airline transpor tation and lodging and of the cost of airline, lodging, per diem and conference fees when City funds are used as well as the source of City and/or Redevelopment Agency funding that will be used to cover the travel; and
WHEREAS, in compliance with Resolution No. 82800 C.M.S., the estimated costs for Councilmembers Noel Gallo are up to $789 each for per diem (includes Lodging: $189 per day and Meals & IE: $74 per day) and up to $650 for the councilmembe r’s conference registration fees, and the source of City funding used to cover the travel costs will be from City Council Contingency Project fund; and

WHEREAS, Councilmember Noel Gallo seeks City Council approval of the aforementioned costs to travel to Long Beach, California to attend the California League of Cities 2024 Annual conference; now, therefore, be it
RESOLVED: That Councilmember Noel Gallo is hereby appointed the City of Oakland’s Voting Delegate for the Annual League of California Cities’ 2024 Annual Conference; and be it FURTHER RESOLVED: That Councilmember Noel Gallo is authorized to travel to Long Beach, California to attend the California League of Cities 2024 Annual Conference, and all expenses incurred by Councilmember Gallo for said travel are hereby authorized.
