RECOMMENDATION

Staff Recommends That The City Council Adopt A Resolution Authorizing The City Administrator To Enter Into A Memorandum Of Understanding (MOU) With Alameda County Emergency Medical Services (EMS) For The Provision Of Medical Equipment, Including Automated External Defibrillators (AEDs) And Other Emergency Medical Supplies, And For Data Sharing Related To Medical Emergency Responses.

EXECUTIVE SUMMARY

This MOU establishes an agreement between the Oakland Police Department (OPD) and Alameda County EMS to provide critical medical equipment, such as Automated External Defibrillators (AEDs), first aid kits, and other life-saving tools to OPD. In addition to the provision of equipment, the MOU (Attachment A) includes data-sharing between OPD and Alameda County EMS regarding medical emergency incidents where the equipment is utilized. This program will enhance OPD’s readiness for responding to medical emergencies and improve inter-agency coordination.

BACKGROUND / LEGISLATIVE HISTORY

Alameda County EMS, through a pilot program, has partnered with Avive AED to distribute AEDs in patrol vehicles. This initiative is now expanding to include additional medical equipment aimed at improving response capabilities during emergencies. A key component of the MOU is the sharing of data between OPD and Alameda County EMS to analyze the use of this equipment during emergency calls, such as cardiac arrests or overdoses, and improve operational effectiveness. OPD will retain control over the data shared, ensuring compliance with city regulations and increased situational awareness, for each participating team and also across the regional Bay Area.

Officers are taught how to use an AED in the Academy and also discuss AED use in the Continued Professional Training (CPT). The data is exempt from the surveillance tech ordinance OMC
