EXECUTIVE SUMMARY

The City of Oakland’s (City) fleet is transitioning to alternatively fueled, zero-emission, renewable, or low-carbon fuel powered vehicles. This transition is being driven by the City policy and guidance provided in the Equitable Cl imate Action Plan (ECAP) and Zero Emission Vehicle (ZEV) Action Plan, as well as State of California Executive Orders and mandates such as the Advanced Clean Fleet (ACF) Rule, Advanced Clean Trucks (ACT) Rule, Innovative Clean Transit (ICT) Rule, and off-road zero emission regulations currently under development. The fleet currently consists of approximately 1,570 on- road vehicles , of which approximately 1,045 are currently suitable for electrification. Currently, the City has (117) units that are electric or plug-in hybrid electric vehicles and growing. The ever-increasing Battery Electric Vehicle (BEV) counts will require the City to install and maintain the related BEV charging infrastructure necessary to support (fuel) them.

Oakland Public Work s has been awarded a California Energy Commission Responsive, Easy Charging Products With Dynamic Signals (CEC REDWDS) grant program by the EVenergi, LLC in the amount of $119,157 for the installation of total 3 (three) charging stations; 2 (two) L2, and 1 (one) DCFC chargers, software development and two-years subscriptions of charging Management Solutions Software at Oakland Municipal Service Center, 7101 Edgewater Drive.

Approving this proposed resolution will support the City fleet’s electrification transition on track, enable the fleet to have enough charging stations to support City’s fleet operations.

BACKGROUND / LEGISLATIVE HISTORY

Per City Resolution No. 77842 C.M.S.
, adopted on June 3, 2003, the City of Oakland will develop and implement a “Green Fleet” policy and direct the staff to purchase vehicles power ed by alternative fuels whenever possible, and actively pursue federal and state, and other incentive program related to clean air and energy efficiency.

Per City Resolution No. 88268 C.M.S., adopted on July 28, 2020, that the City shall establish a goal to achieve community -wide action carbon neutrality no later than 2045, and maintain net- negative emissions thereafter.

To support a “Green Fleet” policy and to achieve City’s goal , recently the City Council adopted two resolutions; 1) on November 12, 2024, Resolution No. 90511 C.M.S. , to enter into a grant
agreement with Pacific Gas & Electric (PG&E) to upgrade Electric Vehicles Transformer at the Municipal Service Center, and 2) on December 17, 2024, Resolution No. 90576 C.M.S, to accept $2,300,000 grant from California Energy Commission, for the installation of 100 EV chargers throughout the City.

The California Energy Commission’s Clean Transportation Program provides up to $9 million for Responsive, Easy Charging Products with Dynamic Signals (CEC REDWDS) grant funds to accelerate the development and deployment of easy -to-use charging products which help customers manage electric vehicle (EV) charging and respond to dynamic grid signals. The grant was awarded to EVenergi , LLC, who will be the grantor to administer the grants to the EV customers.

ANALYSIS AND POLICY ALTERNATIVES

The City of Oakland fleet has been transitioning to alternative low-carbon and renewable fuels for over two decades and Battery Electric Vehicles (BEV) and Plug-in Hybrid Vehicles (PHEV) offer significant emission reduction. With (117) electric vehicles in the fleet and growing, the need for more EV charging stations is a must.

The EVenergi, LLC Grant Program’s scope of work includes:

• Installation of 2 (two) L2 and 1 (one) 1 DCFC Chargers • Development of BetterFleet Charging Management Software System • Providing two software subscriptions

The approval of this proposed resolution to install three (3) EV chargers at City’s Municipal Service Center, 7101 Edgewater will enable the City of Oakland to support its fleet fuel needs.
