Interests & Experiences
Please tell us how your qualifications and participation will relate to the requested board and/or commission's mission.
Practicing for over 10 years, at the intersection of imagination and urban settings, I use urban interventions to transform the larger urban context. Decisions are made based on analysis of aggregate social, economic, and ecological factors, and are developed through a dialogue between designers and the community. I am passionate about and expertise in developer projects, parks, open spaces, urbanism, context-driven design, community, equity, and climate change.
I pursued a Master's of Architecture from UCLA and Post Professional Diploma in Urban Management Tools for Climate Change at Erasmus University Rotterdam.
During my tenure at HDR as a Designer and Architect, I have worked on projects of varying scales - from Los Angeles Union Station to Sacramento Streetcar. I am able to work with a wide range of stakeholders, understand their values and desires, and create thoughtful and provoking solutions. I have worked in several participatory design methods and hope to bring my "listening" and "analytical" skills for the betterment of the City of Oakland.

PROFESSIONAL EXPERIENCE HDR Inc. 2016 – Present Project Design Architect Emeryville Public Market Client: Oxford Properties LLC The Emeryville Public Market consists of two connected, linear plots called parcels A and B that are bounded by Shellmound Street and the Union Pacific Railroad, and a separate, smaller Parcel F. This project provides a cohesive life science campus that connects to the existing vibrant mixed-use Public Market Development and neighborhood. The project also consists of continuing and enhancing an existing pedestrian right of way (ROW) that provides a connection from the Public Market through the EPMD site toan existing pedestrian bridge over the railroad tracks. As part of EPMD, an Entitlement process will be completed to change the land use to align with the current development vision. Once completed, the Public Market will be the preeminent life science campus in the East Bay and Bay Area. The project will provide attractive, flexible life science space that will both take advantage of and enrich the surrounding Public Market Development, which consists of a gourmet food hall, retail, office, residential, parking and a public park, all close to public transportation and infrastructure, with world class views of San Francisco and the Bay Area. The overall development is based on a “Speed To Market” approach that clearly separates parking from laboratory space, to provide both faster construction but better suit-to purpose designs that leads to better quality architecture. The building architectural design concept provides modern and environmentally conscious elements suitable for today’s user experience and blends it with the history of Emeryville’s industrial design aesthetic.

DEEP TIES TO
WATERFRONTS AND
THE SAN FRANCISCO BAY
01 My coastal upbringing instilled in me a deep respect for the importance of water in people's lives, and I bring that same reverence to the Bay Area shoreline in my work to
protect and enhance it.
My deep ties to the San Francisco Bay are ingrained in
my daily life. Living along the shoreline, I benefit from its accessibility, taking advantage of the ferry service to commute to my job at San Francisco's Embarcadero. As a
daily commuter, the bay is an essential part of my routine, and I recognize its importance to the region's economy, environment, and quality of life.
My commitment to the bay extends beyond my personal
life. I work with the Bay Planning Coalition, the San
Francisco Estuary Partnership, and San Francisco Bay
Ferry (WETA) to advocate for policies and practices
that promote sustainable and equitable waterfront
development and preserve the bay's ecological integrity.
I envision a future where the bay is a resilient and
sustainable resource, supporting thriving communities and bringing joy to all those who interact with it.

01 I have used every opportunity to lay the foundation for exceptional waterfront public spaces and accessibility.
In a professional setting, I have worked to develop aesthetic guidelines for creating attractive and sustainable waterfront recreational spaces and infill developments that are
environmentally, culturally, and socially relevant.
One such example is the Mobile River Bridge Project in
Alabama. By incorporating themes such as waterscapes,
nature, iconography, and placemaking into the design
guideline to be followed by bidding teams, we implanted the idea of publicly accessible waterfront spaces into the project. As a result, we created a vision that celebrates the region's natural beauty and cultural heritage while fostering a sense of community and connection to the water. By creating public spaces that are welcoming and accessible to all, this project can transform how residents interact with and value their waterfront.
With my work at the Oakland Shoreline Leadership Academy, I proposed a community-centered approach to waterfront
development involving the numerous stakeholders along
the shoreline.

URBAN PROJECTS
For most of my career, I have worked on public and
private urban projects that elevate the community's
quality of life.
Successful urban projects require a vision to breathe
new life into a community, as well as the knowledge and experience to deliver them. Projects like Los Angeles
Link Union Station, Sacramento Streetcar, and Emeryville Public Market Development are reinventing urban
spaces by emphasizing all elements of a sustainable
approach: natural systems, built form, social fabric, and economic viability.
Pedestrianization and accessibility are integral cogs of these projects, weaving together parts of the urban fabric. 01 Los Angeles Union Station

01 HISTORIC PRESERVATION
An architecture and history aficionado, I understand
the importance of preserving historic buildings and
landmarks. I recognize the value such structures bring
to a community and believe they are essential in
shaping a city's cultural identity.
Through my work on the Los Angeles Link Union
Station, Ontario Metro Line in Toronto, Sacramento
Streetcar, Thrissur Old Quarter Preservation, and
other such projects, I have showcased my experience
in historic preservation and planning around historical structures.
Highlighting one example, on the Link Union Station
project, we found ways to transform the station from
a termination point to a full-fledged multimodal
transportation facility while still preserving the spirit of the original station's monumental architecture, a
unique combination of Spanish Colonial Revival and
Art Deco styles.
I helped the team navigate the complex regulatory
environment surrounding such projects. I worked
closely with local and state agencies to ensure that the project met all necessary environmental and historic
preservation requirements while still capturing the
bold vision for the future of Los Angeles Union Station. 01 Historic Sacramento River

01 COMMUNIT Y
ENGAGEMENT
As a strong advocate for community engagement in all
project typologies, I believe in solutions and frameworks catered to a particular community, rooted in public
participation, equity, and inclusion.
I co-chair Meaningful Community Engagement(MCE)
subcommittee at my current workplace. We find
impactful methods to engage communities in the
planning and design of projects.
In the past, I worked on a community-building market
redevelopment project in Trivandrum in Kerala, India. I also developed the Thrissur Old Quarter Preservation,
Recovery Planning, and Building Design Guideline
alongside Prof. Chi Ti-Nan from Taiwan. The hyper-
local planning and design process was powered by
community input from the people of the city of Thrissur.
Currently, I'm advocating for legislative reforms in
my state in India to enhance pedestrian safety and
accessibility.

The Oakland Shoreline Leadership Academy, a
6-month shoreline project incubator program, trained
14 Oakland residents on critical topics related to the
shoreline, such as climate change and sea level rise,
shoreline toxin awareness, species habitat restoration, green infrastructure, public access, and community
engagement.
The workshops were led by agency representatives
from the US Army Corps of Engineers, San Francisco
Estuary Institute (SFEI), Bay Coastal Development
Commission(BCDC), East Bay Regional Parks
District (EBRPD), Department of Toxic Substance
Control(DTSC), Port of Oakland, City of Oakland, etc.
In this program, I developed a waterfront action
plan for shoreline projects. I propose a streamlined
framework that tackled the complexities of
coordinating with various stakeholders and planned
for waterfronts centered around community
aspirations - resilient and accessible to all.

DESIGN AND TRANSIT
ORIENTED COMMUNITIES
I have vast experience in transit-oriented
communities and have been involved in projects at
various stages of the design process. I understand
the importance of building vibrant communities
around multimodal transportation hubs and stations
integrating mixed-use, live-work-play spaces.
My work on the Ontario Line and Los Angeles Union
Station involved the early planning phase, where I
helped shape the vision for these transit-oriented
communities. On the Emeryville Public Market
Development Project, I was involved in the design
and construction phases, ensuring we fulfilled the
community's needs while meeting the project's
budget and timeline.
With this expertise in transit-oriented development,
I have strived to positively impact the communities
I work with by increasing ridership, reducing
congestion, and stimulating economic growth.

In experience working with developers in California and the Bay Area, I have navigated complex projects and
brought together stakeholders with different interests to successfully execute development projects.
For example, I led all entitlement efforts in the Emeryville Public Market project. I played a critical role in bringing together a diverse group of stakeholders and guiding
the design team towards a consensus on a plan that
would benefit both the community and the life science
campus. We transformed the initial proposal into a
project that not only provided a flexible and attractive life science space but also included a one-acre park for the community.
CLIMATE CHANGE
COMMUNICATIONS
COMMITMENT TO
CLIMATE ACTION AND
SUSTAINABILITY
My commitment to climate action and sustainability is
evident at different project scales.
I attended the Urban Management Tools for Climate
Change (UMTCC) course organized by Erasmus
University and UN Habitat in Rotterdam, where I
collaborated with climate leaders and practitioners
from around the world to understand low-carbon
development and urban climate resilience. I strive
to apply my learnings to help cities become more
sustainable, resilient, and adaptive to the challenges of climate change.
At a regional level, I'm involved in the San Francisco
Estuary Partnership's Wetlands Regional Monitoring
Program(WRMP), working in the People and Wetlands
Workgroup. WRMP provides a regional platform
for assessing how existing wetlands and restoration
projects respond to external stressors such as climate
change and sea level rise.
At a project/building scale, I champion and strive to
incorporate sustainability and net zero design in all
my projects. The Living Future Accreditation helps me
advocate for this cause.
I volunteer with "The Everyday Climate Champions
Podcast" as a producer, envisioning and creating a
positive future of climate recovery and restoration.
The monthly "Everyday Climate Champions" podcast
features inspiring conversations with community
leaders and members throughout the greater
San Francisco Bay Area. These "Everyday Climate
Champions" come from different walks of life – as they
put real climate solutions into action at home, work,
school, community, and public policy levels.
Educational and motivational, the podcast provides
local examples and resources to become a climate
champion in the community.
02 DESIGN OF CULTURALLY
RELEVANT PROGRAMMING
I recognize the importance of providing a range of
cultural programming options that are accessible and
accommodating of language barriers. Additionally,
offering a mix of educational programs, hands-on
activities, and recreational opportunities makes the
programming more inclusive and appealing to different
age groups, interests, and abilities.
I have experience integrating a public art program
into many of my projects. By infusing positivity and
beauty into the buildings and infrastructure of city
spaces, public art can become the cultural anchor of
the community.

Please tell us how your qualifications and participation will relate to the requested board and/or commission's mission.
To whom it may concern: I am Geoff Bomba applying to the City of Oakland's Landmark Preservation Advisory Board. I'm an Oakland resident, Structural Engineer, and I have chosen the career path of saving historic buildings. In my 20 years of experience, I have worked on many historic buildings in the Bay Area and beyond, including the Asian Art Museum of San Francisco, California Memorial Stadium, Oregon State Capitol, Pasadena City Hall, and numerous smaller historic structures. In addition to my experience and career choice of rehabilitating and preserving historic buildings, I am deeply interested in preserving the history of Oakland and making historic buildings more accessible to the public in the future. I believe that historic buildings help to create a more economically positive community while stabilizing our neighborhoods and communities. Having used the Secretary of Interiors Standards for the treatment of historic properties on projects, I know how challenging it can be for Owners, designers, and commissions to balance the economics and various perspectives. I look forward to an opportunity to bring my perspective to help advance the City of Oakalnd's goals of historic preservation. In Oakland, diversity of interests is key to a thriving City. Therefore diversity of perspectives on a commission is key to achieving the key goals and meeting diverse interests. I understand that the goals of the Landmark Preservation Advisory Board are ambitious, but as a citizen of Oakland that has seen many historic buildings undergo preservation successfully, I think the role I can play on the commission will be valuable. Thank you, Geoff Bomba
