RECRUITMENT STAFFING SERV ICES FOR THE PERIOD OF
OCTOBER 3, 2024 THROUGH OCTO BER 2, 2026, COOPERATIVE
PERSONNEL SERVICES D.B.A CPS HR CONSULTING TO CONTINUE
PROVISION OF EXECUTIVE RECR UITMENT STAFFING SERVICES
FOR THE PERIOD OF JANUARY 3, 2025 THROUGH JANUARY 2, 2027,
BAKER TILLY ADVISORY GROUP LP TO CONTINUE PROVISION OF
EXECUTIVE RECRUITMENT STAFFING SERVICES FOR THE PERIOD
OF OCTOBER 17, 2024 THROUGH OCTOBER 16, 2026, THE BYERS GROUP CA, INC. TO CONTINUE PROVISION OF EXECUTIVE
RECRUITMENT STAFFING SERV ICES FOR THE PERIOD OF
OCTOBER 3, 2024 THROUGH OC TOBER 2, 2026 AND RALPH
ANDERSEN & ASSOCIATES TO CONTINUE PROVISION OF
EXECUTIVE RECRUITMENT STAFFING SERVICES FOR THE PERIOD
OF JANUARY 3, 2025 THROUGH JANUARY 2, 2027, AND FOR EACH OF
THE AFOREMENTIONED EXEC UTIVE RECRUITMENT AGENCY
CONTRACT, ADD AN AMOUNT OF $125,000.00 FOR CONTRACT YEAR ONE AND $125,000 FOR CONTRACT YEAR TWO FOR A TOTAL
AMOUNT OF $500,000.00 OVER THE FOUR-YEAR TERM OF EACH
CONTRACT.
WHEREAS, On November 3, 2022, the City of Oakland entered into a professional services agreement with The Hawkins Company for executive recruitment services, with an effective date of October 3, 2022, through October 2, 2024; and WHEREAS, On March 21, 2023, the City of Oakland entered into a professional services agreement with Cooperative Personnel Serv ices d.b.a. CPS HR Consulting for executive recruitment services, with an effective date of January 3, 2023, through January 2, 2025; and WHEREAS, On March 5, 2020, the City of Oakland entered into a professional services agreement with Management Partners, Inc. for execu tive recruitment services, with an effective date of March 1, 2020 through March 1, 2022.
2 WHEREAS, On April 11, 2022, the City of Oakla nd entered into a First Amendment professional services agreement with Manageme nt Partners, Inc. for executive recruitment services, extending the time for performance with an effective of March 1, 2022 through March 1, 2024.
WHEREAS, On December 28, 2022, the City of Oakland entered into a Second Amendment professional services agreement w ith Management Partners, Inc. for executive recruitment services, extending the time for perf ormance with an effective date of October 17, 2022 through October 16, 2024, and amending the Cons ultant name to Baker Tilly US, LLP per the merger agreement between Management Partners, Inc. and Baker Tilly US, LLP dated October 1, 2022.
WHEREAS, On December 2, 2022 the City of Oakland entered into a professional services agreement with The Byers Group CA, Inc. for execu tive recruitment services, with an effective date of October 3, 2022, through October 3, 2024; and
WHEREAS, On January 31, 2023, the City of Oakland entered into a professional services agreement with Ralph Andersen & Associates for executive recruitment services, with an effective date of January 3, 2023, through January 2, 2025; and
WHEREAS, with Council approval, the City may exercise options to extend the term of the agreement; and
WHEREAS, with Council approval, the City may exercise options to extend the amount of the agreement; and
WHEREAS, these specialized professional se rvices include, providing executive recruitment services citywide; and
WHEREAS, the City Council finds that this contract is for services of a professional and temporary nature, and shall not result in the loss of employment or sala ry by any person having permanent status in the competitive service; now, therefore, be it
RESOLVED: That a contract extension is awarded to The Hawkins Company To Continue Provision Of Executive Recruitment Staffing Services For The Period Of October 3, 2024, Through October 2, 2026, Cooperative Personne l Services d.b.a CPS HR Consulting To Continue Provision Of Executive R ecruitment Staffing Services Fo r The Period Of January 3, 2025 through January 2, 2027, Baker Tilly Advisory Group LP To Continue Provision Of Executive Recruitment Staffing Services For Th e Period Of October 17, 2024 Through October 16, 2026, The Byers Group CA, Inc. To Continue Provision Of Executive Recruitment Staffing Services For The Period Of October 3, 2024 Through October 2, 2026 and Ralph Andersen & Associates To Continue Provision Of Executive Recruitment Staffing Services For The Period Of January 3, 2025 Through January 2, 2027 And For Each of the Aforementioned Executive Recruitment Agency Contract, Add An Amount Of $125,000 For Contract Year One and $125,000 For Contract Year Two For A Total Amount Of $500,000 Over The Four-Y ear Term Of Each Contract.
3 FURTHER RESOLVED: That funding for these contract services is contained by individual departments in the FY24-25 Adopted Budget and the FY25-26 Baseline Budgets; and be it
FURTHER RESOLVED: That the City Administrator is authorized to complete all negotiations and execute all contracts, amendments, modifications, and extensions consistent with this resolution and its basic purposes.
