APPROVED AS TO FORM AND LEGALITY ___________________________ CITY ATTORNEY’S OFFICE OAKLAND CITY COUNCIL RESOLUTION NO. ______________ C.M.S. RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO EXTEND THE PROFESSIONAL SERVICES AGREEMENT WITH COOPERATIVE PERSONNEL SERVICES D.B.A. CPS HR CONSULTING TO CONTINUE PROVIDING ASSISTANCE IN ALL ASPECT OF RECRUITING QUALIFIED, EXPERIENCED CANDIDATES FOR PLACEMENT INTO CITY GOVERNMENT, CLASSIFICATION SPECIFICATIONS, CLASSIFICATION AND COMPENSATION STUDIES, TRAINING WORKSHOPS, ORGANIZATIONAL STUDIES AND EXAMINATION ADMINISTRATION AND STUDIES FOR THE PERIOD OF SEPTEMBER 1, 2023 TO SEPTEMBER 1, 2028. WHEREAS, On July 24, 2018, Council authorized the City Administrator to establish an on-call contract with Cooperative Personnel Services d.b.a. CPS HR Consulting to provide recruitment services at a total of contracting cost not to exceed $2,000,000 over a three-year period beginning September 1, 2018 through August 31, 2021. WHEREAS, On September 20, 2018, the City entered into a contract agreement with Cooperative Personnel Services d.b.a. CPS HR Consulting, in the amount of $2,000,000 for a three-year agreement effective September 1, 2018, to August 31, 2021, for recruitment services; and WHEREAS, On April 30, 2021, the City extended the professional services agreement with Cooperative Personnel Services d.b.a. CPS HR Consulting for a two-year agreement effective September 1, 2018, to August 31, 2023, while maintaining the original contract amount of $2,000,000; and WHEREAS, with Council approval, the City may exercise options to extend the term of the agreement for an additional five years effective September 1, 2023 to September 1, 2028 while maintaining the original contract amount of $2,000,000; and WHEREAS, these specialized professional services include, providing recruitment, classification and compensation services citywide; and WHEREAS, the City Council finds that this contract is for services of a professional and temporary nature, and shall not result in the loss of employment or salary by any person having permanent status in the competitive service; now, therefore, be it 2 RESOLVED: That a contract extension is awarded to Cooperative Personnel Services d.b.a. CPS HR Consulting To Continue Providing Assistance In All Aspects Of Executive Recruitment Staffing Services To Continue Provision Of Assisting In All Aspect Of Recruiting Qualified, Experienced Candidates For Placement Into City Government, Classification Specifications, Classification and Compensation Studies, Training Workshops, Organizational Studies And Exam Administration And Studies For The Period of September 1, 2023, to September 1, 2028. FURTHER RESOLVED: That funding for these contract services is contained by individual departments in their Baseline Budgets; and be it FURTHER RESOLVED: That the City Administrator is authorized to complete all negotiations and execute all contracts, amendments, modifications, and extensions consistent with this resolution and its basic purposes.
