SUBJECT: Availability Analysis for Emergency & Scheduled On-Call Tree Work & Limited Grid Pruning
An Availability Analysis of the City’s certified Local and Small Local Business Enterprises (L/SLBE) was conducted for the Emergency & Scheduled On-Call Tree Work & Limited Grid Pruning for the following tasks:
A) on-call emergency tree pruning and/or tree removal citywide, B) scheduled tree pruning and/or tree removal citywide, and C) scheduled grid pruning of city street trees in priority neighborhoods throughout Oakland.
The following required qualifications were also considered:
1. The contractors must be certified by the Tree Care Industry Association (TCIA) and have staff with:
a) Arborist Certification by the International Society of Arboriculture (ISA), b) Tree Risk Assessment Qualification (TRAQ) by the ISA, and/or c) Certified Flaggers who have been trained by a Caltrans-authorized training company.
2. Vendors must have access to extensive specialized tree removal equipment within 24-hour notice, including but not limited to 40-ton cranes, 90-foot boom trucks, log loaders, and roll-off trucks.
Based on the required qualifications and DWES’s review of all currently certified ready, willing, and able firms for these major tasks, the L/SLBE requirement for this contract is set at 0%.
