Executive Summary Gun violence is one of the most urgent public health and equity issues of our time—both nationally and right here in Oakland and across the Bay Area. While we’ve made progress in reducing shootings since the peak of 2023, the impact remains devastating—especially for Black, Latino, and other historically marginalized communities. The trauma is deep, the loss is ongoing, and the systems that allowed it to happen are still in place. This is not just a criminal justice problem—it’s a public health crisis.
