MEMORANDUM TO: City Council Members FROM: Office of the Mayor DATE: December 22, 2025 RE: Appointment of Two New Members to the Civil Service Board The Mayor's Office respectfully requests that the City Council consider the appointment of two new members. The Civil Service Board is currently fully vacant and requires immediate action to restore its capacity to fulfill its statutory duties. The Civil Service Board plays a vital role in ensuring fair employment practices and protecting merit-based hiring within city government through oversight of personnel policies, appeals processes, and compliance with civil service regulations. Restoring the board to quorum is essential for maintaining transparent and equitable employment practices. Proposed Actions: • Appoint two new members to fill vacant board seats • Restore the quorum to resume critical civil service oversight functions Next Steps: The Mayor's Office will present the new appointment recommendations at the next Council meeting.
