ARKET OVERVIEW
The Federal Open Market Committee (“FOMC”) concluded its March 2026 meeting by maintaining the target federal funds range at 3.5% to 3.75%./g3The decision reflects its commitment that inflation is moving closer to the Fed’s 2% objective as economic activity continues to expand at a moderate pace. In its statement, the FOMC emphasized its dual mandate of achieving maximum employment and price stability, noting the risks to both sides. FOMC also acknowledges the uncertainty of the implications from the war in the Middle East.
The Commerce Department reported that gross domestic product grew at a 2% seasonally adjusted annualized pace in the first quarter, up from 0.5% in the fourth quarter of 2025 but lower than the
2.2% estimate. The modest growth rate came despite a seeming surge in spending on artificial intelligence and what should have been a boost from the end of last year’s government shutdown
Due to government shutdown, the Bureau of Economic Analysis is still working to update its schedule of economic releases. BEA has consulted with the U.S. Census Bureau, the Bureau of Labor Statistics and other data suppliers to determine the availability of data used to produce our economic indicators as some economic data has been delayed and is to be released later than expected.
The U.S. economy added more jobs than expected in March. According to the Bureau of Labor Statistics, the U.S. labor market added 178,000 jobs during the month after a 133,000 job decline in February. The unemployment rate fell to 4.3% in March, though largely to a reduction in the labor force. Job gains in March were concentrated in the health-care sector. Construction added 26,000 jobs while transportation and warehousing sectors added 21,000 jobs each.
The Bureau of Economic Analysis reported that the U.S. consumer spending slowed in first quarter despite U.S. economic growth increasing. Consumer spending, which accounts for more than two- thirds of economic activity, rose 1.6% after 1.9% in Q4 2025. The increase is less than expected with economists’ expectations. Spending in March was slowed by inflation and AI spending taking away from imports. The war in the Middle East also continues to impact economic growth.
According to the Commerce Department, the personal consumption expenditures price index (PCE) increased 3.2% on a year-over-year basis in March 2026. Excluding food and energy, core PCE index also increased 0.3% for the month and both are in line with expectations but well ahead of the Fed’s 2% target. Taking into account gas and groceries, core PCE was higher at 0.7% for the month and 3.5% annually, also in line with forecasts.
As reported by The Bureau of Labor Statistics, the consumer price index which gauges the costs of goods and services across the U.S. economy, increased a seasonally adjusted 0.9% in March 2026, putting the annual inflation rate at 3.3%. Much of the spike came from the Iran war inflating energy costs. Economists surveyed by Dow Jones had been expecting the same readings. The conflict had
3 gasoline prices soar 21.2%. Excluding food and energy, the core CPI rose 0.2% on a monthly basis in March 2026.
The Commerce Department reported U.S. retail sales increased in March as gas prices soared due to the Iran war and closure of the Strait of Hormuz, a channel for transporting a fifth of the world’s oil.
Retail sales rose 1.7% in March, up sharply from February’s 0.7% gain. Excluding gas stations, retail sales rose 0.6% for March.
The Conference Board reported that its consumer confidence index rose in March to 91.8 from 91.0 in February as most components of the overall index rose. According to the Conference Board, consumer views of the current labor conditions outweighed the negative expectations of the future.
The index is still on a general downward trend since 2021.
The Institute for Supply Management’s Purchasing Managers’ index (PMI) continued to expand in March. The PMI for March came in at 52.7, after being at 52.4 in February and expanding for 17 straight months, indicating an expansion of the overall economy. This month marks the first report with people citing the Iran war as a new impact to businesses. All five PMI subindexes are overall in expansion territory.
According to the Labor Department’s Bureau of Labor Statistics, U.S. producer prices index (PPI) which measures what producers get for their goods and services increased less than expected in March, considering the Iran war’s impact on rising energy prices. The Producer Price Index increased a seasonally adjusted 0.5% for the month from an estimated 1.1%. Core PPI was only up 0.1% against the forecasted 0.5%.
According to the Labor Department’s Bureau of Labor Statistic, U.S. import prices increased in March by 0.8%, following an increase of 0.9% in February. The increase was mainly due to higher prices in fuel and nonfuel imports. U.S. export prices also increased 1.6% in March, the largest over-the-year increase since November 2022.
According to data released by the Commerce Department’s Census Bureau, U.S. single-family homebuilding increased in March. Single-family housing starts, which account for the bulk of homebuilding, increased 9.7% from February to a seasonally adjusted annual rate of 1,030,000 units in March.
U.S existing home sales increased more than expected in March despite higher mortgage rates and low inventory. According to the National Association of Realters, home sales rose 1.5%. Economists had forecast home sales would rise by 0.5%. Sensitivity to the U.S.-Israel war on oil prices has caused mortgage rates to increase.
According to U.S Census Bureau and the Department of Housing and Urban Development, sales of new U.S. single-family homes plunged in January with the biggest monthly percent decline since June 2013 from the Great Recession. New home sales slipped 17.6% to a seasonally adjusted annualized rate of 587,000 units, despite a three-year low mortgage rate. Economists predicted a
3.5% decline from December. The data for March was delayed due to the government shutdown in October/November 2025.
I
NTEREST RATES
During the first quarter of 2026, the Federal Open Market Committee “FOMC” met on January 28th and March 18tth 2026.The Federal Reserve maintained the interest rate at each of meeting, leveling its benchmark borrowing rate to a target range of 3.50% to 3.75 %. The Committee will carefully assess incoming data, the evolving outlook, and the balance of risks.
4 The Committee seeks to achieve maximum employment and inflation at the rate of 2 percent over the longer run. Uncertainty about the economic outlook remains elevated. The Committee is attentive to the risks to both sides of its dual mandate and judges that downside risks to employment rose in recent months. According to the Federal Open Market Committee, inflation has made progress but remains somewhat elevated. Meanwhile, economic activity continues to expand at a solid pace. The Fed also revised its projections for future rate cuts in 2026 downward.

ORTFOLIO REVIEW
The City’s Operating Pool Portfolio balances increased from $2.17 billion as of December 31, 2025, to $2.25 billion as of March 31, 2026. This net balance increase was mainly due to the following: receipt of approximately $105.02 million in business tax revenues, receipt of $91.86 million in property tax revenues, offset by debt service payments of approximately $26.45 million. The remaining balance decrease of approximately $90.61 million is due to receipt of other revenues, such as Sales Tax offset by operational expenses such as payroll and vendor payments.
P
ORTFOLIO COMPOSITION
The Portfolio continues to comply with all provisions of the City’s adopted Investment Policy for Fiscal Year 2025-26, including compliance with applicable local ordinances and resolutions such as Nuclear Free Zone, Linked Banking, Tobacco Divestiture, Fossil Fuels, and Guns/Ammunition.
The following discussion addresses the City’s operating pool portfolio characteristics in terms of the Investment Policy’s four objectives: safety, liquidity, diversity, and return. Portfolio detail for each month of the current quarter is attached to this report.
Preservation of Capital/Safety. In the chart below, the City’s holdings are depicted by credit rating category as of March 31, 2026. Approximately 75.88% of Operating Pool investments were rated in the AA/Aaa category while 13.64% is in AAA/Aaa, 3.34% primary unrated holdings represent the Fund’s investments in the Local Agency Investment Fund (“LAIF”), 2.09% in the A1/P1 category and
5.06% in A1/A category. The U.S. government agencies were downgraded by Standard and Poor’s Rating Agency from AAA to AA+ in 2011 and S&P has maintained its AA+ rating. Fitch Ratings downgraded the U.S. credit rating from AAA to AA+ on August 1 st 2023, and Moody’s downgraded
the U.S. government agencies credit rating from Aaa to Aa1 on May 16th 2025.
5 The City’s Investment Policy for FY 2025-2026 does not have a rating criteria level for government agencies.
City of Oakland Operating Pool
Portfolio Credit Quality
(As of 3/31/26)
Liquidity. Liquidity continues to be a primary objective when making investment decisions for the Operating Pool portfolio. With ongoing capital projects at the Port and within the City, and to ensure that sufficient liquidity is available to meet day-to-day expenditures, the City maintains a sufficient “cushion” in money market funds to meet unanticipated project expenditures.
Debt service payable from the City’s Operating Pool for the Port and the City for the six months following March 2026 is approximately $81.06 million. Consequently, staff will continue to invest in short-term instruments and money markets as investment tools to maintain adequate short-term liquidity.
Investments maturing over the next six months are as follows:
Days Amount(s) Percent
0-30 $ 551,025,508 24.23%
31-180 $ 813,888,000 35.79%
Total $ 1,364,913,508 60.02%
Investments maturing within 180 days include $75 million in LAIF and $306.53 million in money market funds, both of which are considered to have a one-day maturity due to the ability to withdraw funds daily.

8 Diversity. To reduce the risks of investing, the portfolio is diversified among a variety of financial instruments, as depicted by the following chart. In addition to limiting the types of investments permissible in any one category as outlined in the Investment Policy, no more than 5% of the total cash portfolio may be invested in any one issue. This single-issue provision does not apply to money market funds or to LAIF, as they each are backed by a large portfolio of highly diversified assets.

Derivatives. The Operating Pool Portfolio contained no derivative instruments (interest rate swaps, futures, or options) during this reporting period.
Yield. Total interest earned for the quarter ended March 31, 2026, was $19,929,320. The effective rate of return on total assets in the Operating Pool Portfolio for month-end March 31, 2026, was
3.65% as compared to 3.68% for December 31, 2025. It continues to be the City’s practice to hold investments to maturity rather than to sell. The primary investment objective of the City for the portfolio is to maximize safety, liquidity, and return in that respective order.

Benchmark Comparison:
The effective rate of return on total assets in the Operating Pool Portfolio for the month ending March 31, 2026, was 3.65 percent. The City’s Operating Pool Portfolio had similar performance to the 1-year government agency which yielded a rate of 3.65 percent, in which the 1-year government agency yield has already priced in future interest rate expectations. The City’s Operating Pool Portfolio underperformed the Local Agency Investment Fund (“LAIF”), which ended the month at 3.83 percent.
The Alameda County Pool had a preliminary accrual basis rate of return for March 2026 of 3.71 percent. The Alameda County Pool had a Portfolio of $10.51 billion with 843 days to maturity, meanwhile the City’s Operating Pool had an accrual rate of return of 3.65 percent for March 2026.
The City Operating Pool had a Portfolio of $2.25 billion with 279 days to maturity.
As of March 31, 2026, the City Operating Pool’s average days-to-maturity (ADM) was 279 days versus LAIF’s average days-to-maturity (ADM) was 261 days.
The performance comparison to LAIF must be considered in light of LAIF’s historical tendency to lag market changes in both rising and falling interest rate environments. The City does not actively sell securities in the portfolio to take advantage of cyclical swings in the market, which could result in the loss of principal. The primary investment objective of the City for the portfolio is to maximize safety, liquidity, and yield in that respective order.
The summary below provides total portfolio income recognized for the last quarter as compared to the prior quarter, including any adjustments and the same quarter one year ago.
10 Valuation and Leverage. Based on information received from Interactive Data Corporation, the market value of the City Operating Pool portfolio was $2.26 billion, which was above the book value by $10,359,607. There was no leverage in the portfolio during the reported period, and liquidity was maintained at sufficient levels.
The following table illustrates the net unrealized gains or losses on the portfolio when comparing the portfolio’s market value to both its original cost and amortized cost.
The City’s investment strategy, per the Investment Policy, is generally to hold securities to maturity.
The net unrealized gain (loss) noted above are “paper gains or paper losses” where there is an inverse relationship between the changes in market interest rates to the value of fixed income investment securities.

The effective rate of return on total assets in the Successor’s Portfolio was 3.65 percent for the month ending March 31, 2026. The Successor’s Portfolio performed on-par with the 1-year government agency which yielded a rate of 3.65 percent as of March 31, 2026. The Successor’s Portfolio underperformed the Local Agency Investment Fund (“LAIF”), which ended the month at 3.83 percent. The performance comparison to LAIF must be considered in light of LAIF’s historical tendency to lag market changes in both rising and falling interest rate environments. The Successor Portfolio has an extremely short duration due to liquidity concerns/needs, thus was able to only generate short-term returns in comparison to LAIF and was even with the 1-year government agency, which includes future interest rate expectations priced in.
