HEREAS, homelessness is the result of decades of underinvestment in affordable housing, public health, mental health care, and education, as well as the rising cost of living without a commensurate increase in wages; and while there are innumerable, complex, and in some cases seemingly intractable reasons why people find themselves homeless—from systemic racism to the foreclosure crisis—the evidence-based solutions of providing dignified housing options and supportive services are surprisingly straightforward; and W
HEREAS, while evidence-based solutions are cost-effective, they are also expensive and need to be sustained over time; and
W
HEREAS, the 2026 Point-in-Time (PIT) Count released in May, 2026, by the Alameda County Housing and Health Department found that homelessness in Oakland has declined 19.6 percent since 2024 -- with the number of people sleeping outside, in vehicles, or in other places not meant for human habitation falling from 3,659 to 2,695 -- representing a 26 percent decrease and a reduction of nearly 1,000 people on a single night and this number does not capture the total number of individuals experiencing homelessness; and WHEREAS, homelessness is dynamic – every day, new people fall into homelessness, while others exit homelessness to permanent housing each year; about 2,550 Oakland residents lose their housing, but only 1,500 people find a permanent home, the number of people experiencing homelessness keeps growing; and
WHEREAS, impacts are felt disproportionately across communities, including the fact that Black Oakland residents are hit hardest — Oakland makes up 74% of all Black homelessness in Alameda County; and

2 WHEREAS, Kaiser Permanente National Community Benefit Fund at the East Bay Community Foundation has awarded the City of Oakland $1,000,000.00 to stand up a Workforce Development and Interim Housing Pilot Project (WDIHPP) for work-ready, homeless individuals who want to establish a track record of strong work performance, move to shelter, and participate in workforce training to acquire post -program continued employment with no matching requirement by the City; and
W
HEREAS, in the future , the C ity Administrator will return to City Council to recommend a process through which the grant funds will be awarded to community-based partners to implement temporary part-time work, case management and bridge to post-program work, and manage temporary rental housing gap assistance, housing placement and longer -term housing solutions; now, therefore be it
