RESOLUTION NO. C.M.S.
RESOLUTION:
1. AWARDING A GRANT AGREEMENT TO SERVICE OPPORTUNITY FOR
SENIORS (SOS) TO ADMINISTER THE MEALS ON WHEELS FOOD
DELIVERY PROGRAM IN AN AMOUNT NOT TO EXCEED $150,000 FOR FISCAL YEAR 2025-2026 AND $150,000 FOR FISCAL YEAR 2026-2027; AND
2. AUTHORIZING THE CITY ADMINISTRATOR TO NEGOTIATE AND
ENTER INTO A GRANT AGREEMENT WITH THE GRANTEE FOR FISCAL YEARS 2025-2027 WITH AUTHORITY TO EXTEND THE TERMS WITHOUT
INCREASING THE AMOUNT OF THE GRANT AWARD
WHEREAS, on June 11, 2025, the Oakland City Council adopted the Fiscal Year (FY) 2025- 27 Biennial Budget (Resolution No. 90827 C.M.S.), that appropriated funds for the expenditures proposed by said budget; and
WHEREAS, on February 17, 2026, the Oakland City Council adopted Resolution No. 91061 C.M.S. that awarded grants that were appropriated in the Adopted Biennial Budget for FY 2025- 27; and
WHEREAS, the grant award for Service Opportunit y for Seniors (SOS) was left off Resolution No. 91061 C.M.S. in error, while listed as an awarded grant appropriated in the Adopted Biennial Budget for FY 2025-27; and
WHEREAS, the Adopted Biennial Budget for FY 2025-27 appropriated one hundred and fifty thousand dollars ($150,000) per fiscal year in the General Purpose Fund (1010), Senior Center Organization (75631), Meals on Wheels Project (1003725), and Empowering Seniors & People with Disability Program (YS14), for SOS Meals on Wheels; and
WHEREAS, the Meals on Wheels program provided by SOS, delivers nutritious meals to homebound seniors and supports the equitable treatment of senior populations with language, cultural, and other critical needs; and
WHEREAS, the City Council wishes to expedite the issuance of this grant to continue to improve the lives of Oakland community members through nutrition services and activities; and
WHEREAS, the City Council wishes to provide grant funding to SOS in the spec ific amounts for FY 2025-27 identified in Table 1:

; now, therefore, be it
RESOLVED: That the Oakland City Council award a grant to Service Opportunity for Seniors listed in Table 1 above in the amounts specified therein for Fiscal Years 2025-2027; and be it
FURTHER RESOLVED: That funding for the SOS grant is authorized as designated through the General Purpose Fund (1010), Senior Center Org (75631), Grant Contract Expense (54912), Meals on Wheels Project (1003725), Empowering Seniors & People with Disability (YS14); and be it
FURTHER RESOLVED: That the Oakland City Council desires not to interrupt the valuable service provided by SOS; and be it
FURTHER RESOLVED: That the City Administrator is authorized to negotiate and enter into a grant agreement with the grantee for Fiscal Years 2025-2027 with authority to extend the terms without increasing the amount of the grant award; and be it
FURTHER RESOLVED: That the City Administrator is authorized to take any other action necessary and consistent with this Resolution and its basic purposes.
