Staff Recommends That The City Council Adopt A Resolution Modifying Residential Permit Parking Areas By (A) Adding The East Side Of Webster Street Between 41st Street And 42nd Street To Residential Permit Parking Area "N"; (8) Removing Both Sides Of Aileen Street Between Shattuck Avenue And Dover Street From Residential Permit Parking Area "P"; (C) Removing Both Sides Of Ross Street Between Chabot Road And Harwood Avenue From Residential Permit Parking Area "C"; And Directing The City Administrator Or Designee To Implement The Modifications
EXECUTIVE SUMMARY
Staff received requests for residential parking permit (RPP) from residents on the east side of Webster Street to mitigate the shortage of on-street parking near their homes. Residents transmitted to staff petitions for RPP with qualified signatures representing more than 51 % of the eligible addresses on each street within proposed Area "N" Staff also received requests for RPP removal from residents on the 600 block of Aileen Street between Shattuck Avenue and Dover Street (area "P") and from the residents of Ross Street between Chabot Road and Harwood Avenue (area "C"). Residents of both streets transmitted to staff petitions for RPP removal with qualified signatures representing more than 51 % of the eligible addresses on their street.
All three requests complied with the requirements listed in the Oakland Municipal Code (OMC) Section 10.44.050 and are therefore recommended to be approved.
BACKGROUND / LEGISLATIVE HISTORY
California Vehicle Code §22507 provides authority for the City of Oakland (City) to expand and contract RPP programs for residents, provided there is no adverse impact on residents in the program areas. The intention of RPP is to alleviate parking congestion in residential neighborhoods caused by non-residents (such as employees, shoppers, visitors, and commuters) who park for extended periods of time. Oakland has established seventeen (17) separate RPP zones. A map of those zones is available on the City's website.
