RESOLUTION AUTHORIZING REIMBURSEMENT FROM THE
COUNCIL CONTINGENCY FUND FOR COUNCILMEMBER ROWENA
BROWN’S TRAVEL COSTS TO WASHINGTON D.C., FOR
ATTENDANCE AT THE 2026 INTERNATIONAL LGBTQ+ LEADERS
CONFERENCE FROM DECEMBER 2-5, 2026
WHEREAS, Councilmember Rowena Brown will be attending the 2026 International LGBTQ+ Leaders Conference in Washington D.C. on December 2-5, 2026; and WHEREAS, the 2026 International LGBTQ+ Leaders Conference will bring together hundreds of LGBTQ+ elected officials, leaders, and advocates from across the world for three days of networking and skills building to strategize the year ahead in our movement for equality; and WHEREAS, City Council Resolution No. 82800 C.M.S., approved by the City Council on June 1, 2010, establishes a policy providing that when Councilmembers seek Council approval for using City funds for travel, their agenda materials shall indicate whether travel involves airline transportation and lodging and shall provide an estimate of the cost of airline, lodging, per diem and conference fees and the source of City funding that will be used to cover the travel cost; and WHEREAS, in compliance with City Council Resolution No. 82800 C.M.S., Councilmember Brown is hereby disclosing the estimated travel costs and the source of City funding requested for reimbursement; and
WHEREAS, in compliance with City Council Resolution No. 82800 C.M.S., the estimated cost is $275.00 in registration fees, $930.00 for three nights of lodging, $500.00 for airline travel, and $414 total per diem for total estimated cost of $2,119, all costs within the City of Oakland’s approved travel policies and procedures; and
WHEREAS, if approved, the source of City funding that will be used to cover the travel costs will be from the City Council Contingency fund (Department: Non-Departmental, Org:
90611-Emergency Contingency Reserve, Fund: 1010-General Purpose Fund, Project: 1000462 City Council Contingency); and
WHEREAS, Councilmember Brown seeks City Council approval for the aforementioned costs of Councilmember Rowena Brown to travel to Washington D.C., to attend the 2026 International LGBTQ+ Leaders Conference in Washington D.C. on December 2-5, 2026; now, therefore, be it
RESOLVED: that the City Council hereby authorizes the reimbursement of eligible travel expenses in an amount not to exceed $2,119 incurred by Councilmember Brown to attend the 2026 International LGBTQ+ Leaders Conference in Washington D.C. on December 2-5, 2026.
