AGENDA REPORT
Staff Recommends That The City Council Approve The Report And Recommendation Of The 2027 Legislative Calendar For City Council And Council Committee Meetings, Report And Distribution Schedule.
EXECUTIVE SUMMARY
City Council Rules of Procedure (Resolution 91119 C.M.S.) require that City Council meetings be held on the first and third Tuesdays of every month, and that Council Committee meetings be held on the second and fourth Tuesdays of each month. The fifth Tuesday is reserved for Special Meetings and workshops. The City Council Rules of Procedure also require that Council Standing Committees meet on the second and fourth Tuesdays of every month. Additionally, Rule 20 requires that August 1st through August 31st be the City Council's Annual Summer Recess. Given these requirements, the draft calendar includes the corresponding meeting dates, report deadlines, and agenda distribution dates; see Attachment A.
BACKGROUND / LEGISLATIVE HISTORY
A. Spring Recess and April Meetings
The proposed dates for City Council's Spring Recess (Monday, March 29, 2027, through Friday, April 2, 2027) coincide with the 2026-27 Oakland Unified School District Calendar - Spring Break. Following the recess, the regular meeting schedule resumes with a City Council meeting on April 6, 2027.
B. Summer Recess
Per Council's Rules of Procedure, Summer Recess runs from Monday, August 1, 2027, through Tuesday, August 31, 2027. Prior to Recess, the final legislative meeting concludes on a Committee Week (July 27, 2027). Following Recess, the regular meeting schedule resumes on Tuesday, September 14, 2027 (a Committee Week). This will continue Council Committees' legislative matters into the fall with back-to-back Council Committee meetings, but it also gives the Council the space to schedule special meeting(s) if needed.
C. Labor Day and Admission Day Meeting Cancellation
In accordance with past standard practice, it is recommended that the City Council cancel all meetings for the week of September 6th through September 10th, 2027, in observance of Labor Day (Monday, September 6) and Admission Day (Thursday, September 9).

D. November Meetings, Election Day, Thanksgiving Recess, and Special Measure NN Meeting Per recent practice, it is recommended to cancel the November 3rd City Council meeting due to Election Day and instead schedule a Special City Council meeting on November 9, 2027, and Special Committee meetings on November 16, 2027, to maintain the legislative schedule.
In alignment with City Council standard practice, all meetings are canceled during the week of Thanksgiving, making the Thanksgiving Recess from Monday, November 22nd through Friday, November 26th, 2027.
Additionally, it is recommended that the 5th Tuesday, November 30, 2027, be reserved for the Special Joint Meetings of the Oakland City Council, OPSPOC, CPAB, and Police Commission.
E. Winter Recess
In accordance with standard past practice, the City Council has canceled all meetings during the final two weeks of the year for the Winter Recess. These dates are Monday, December 20, 2027, through Friday, December 31, 2027. As currently drafted, the week of December 21, 2027, is the final Legislative Council week. If that week is canceled, the legislative calendar year will end during a committee week, and the remaining legislative matters will not be adopted until January of the following year.
