GRAFFITI REMOVAL
Graffiti abatement activity increased by 10% year over year, driven by elevated levels of graffiti, including the vandalism of multiple murals and signage, a trend that has continued to rise in the post-pandemic period since 2022.

GARBAGE COLLECTION/LITTER ABATEMENT
MVA engaged a former PSC employee to continue maintenance services effective November 1, 2025, following PSC/Peralta Services' decision to discontinue this component of their operations. The data below reflects the average number of days worked per week, calculated based on the number of months and corresponding service frequency during which litter abatement activities were performed. While total weekly hours were reduced, service delivery was adjusted to increase the number of service days while utilizing fewer hours per day.
1 O months at 2 days/week [Jan. 1 - Oct 31, 2025: Service Provider = PSC: Peralta Services] 75 lbs/day x 2 days = 150 lbs/week
10 months == 43.3 weeks
150 x 43.3 = 6,495 lbs
2 months at 5 days/week [Nov.1 -Dec. 31, 2025: In accordance with PSC's workforce development program, MVA employed a previous PSC maintenance worker.] 75 lbs/day x 5 days = 375 lbs/week
2 months== 8.7 weeks
375 x 8.7 = 3,262.5 lbs
Total Annual Trash Collected: 6,495 + 3,262.5 = 9,757.5 lbs

ILLEGAL DUMPING
Illegal dumping activity increased by 17% year over year, occurring primarily along the Scout Road and Mountain Blvd. areas.

STICKER & POSTER REMOVAL
Sticker and poster removal activity increased by 10% year over year, driven by elevated levels of postering and stickering, a trend that has continued to rise in the post-pandemic period since 2022.

OAK311 REQUESTS
Oak311 requests decreased by 22% year over year, reflecting improved coordination between MVA and Public Works, as well as a more efficient response model that addressed multiple service issues through consolidated work efforts as they arose.

PRESSURE WASHING
Pressure washing services were not required in 2025, as all scheduled cleaning was completed through December 2024. Services are scheduled to occur in high traffic areas in early-2026. 3 Which usernames, emails do you

25 Notes about safety outputs (e.g., whether your tracking differs from metrics requested) In 2025, Montclair Village experienced an increase in auto and commercial burglaries, particularly during the first half of the year. In response, Southwest Patrol increased proactive merchant check-ins as part of its year-round Monday-Friday security program to strengthen visibility, deter crime, and support businesses. Their check-ins were not accounted for in 2024. Additionally, the 2024-2025 Holiday Security Program was extended two weeks into January 2025 beyond its traditional end date. Holiday security officers were directed to double merchant check-ins during each shift while maintaining a highly visible presence throughout the district.

The MVA focused more on social media marketing with a significant increase in posts in 2025 which increased engagement.

The increase in reach/ engagement on our social media page is directly related to viral posts, collaboration posts with significantly larger pages than ours and, in some cases, paid advertising.

Meta Business: Key Metric Changes {2025-2026)
Reach vs. Viewers: Meta is replacing "Reach" with "Viewers" in Facebook organic reporting to more accurately count the number of unique accounts that actually saw content.

Impressions vs. Views: "Impressions" are being replaced by "Views", which count every instance content is seen, including multiple views by the same person.

What this means: "Viewers" (formerly reach) is expected to be 35% lower than old, inflated reach figures, providing a more accurate, tighter metric.

Definitions in Meta Business Suite & Ads Manager
Viewers (formerly Reach): Represents the number of unique users or accounts that saw your content.

Views (formerly Impressions): Represents the total number of times your content was displayed.

Frequency: Calculated by dividing views (impressions) by viewers (reach), indicating how often the same person saw your ad.

Top Accomplishments or New
programs/activities accomplished in
2025 (List at least three, and up to

Accomplishment/New activity description
Taste of Montclair Village - April 8, 2025 Produced the Taste of Montclair Village with offerings from 30
restaurants and local businesses to 350 patrons expanding to incorporate more partnerships with non-food merchants.

The Montclair Beer, Wine & Music Festival (MBWMF), the
MVIJ:s annual fundraiser, took place June 14, 2025. The MBWMF welcomed 3,000 Oaklanders to the Village to raise funds for community events with a main stage featuring
live music as well as 25 vendors.

Two holiday events in 2025 were hosted by the MVA.

Halloween Fun brought 450 goblins and ghouls out for
entertainment on The Plaza with crafts, face-painting and candy on October 26, 2025. The MVA supplied children with branded reusable bags, and merchants gave out treats for a safe, fun Halloween outing complete with live music and entertainment. In December, the MVA hosted a Holiday
Stroll in the village with live music, a Holiday Tunes DJ, dancing Christmas Trees, photos with Santa, family fun
zone for children and lots of crafts. We scaled back the overall footprint to encourage more direct engagement
between patrons and merchants. We initiated lighted stars on each participating establishment for folks to seek out explore local merchants.

Introduced the Picnic on the Plaza Concert Series
activating the Antioch Court plaza with live music, tables and chairs for outdoor dining and kids activities on three dates in the spring in conjunction with the Taste of
Montclair Village, Art Walk and the farmers market
respectively.
10 New programs/activities planned for
2026 calendar year that the BID didn't
do in 2025 (List at least three, and up
to ten)
Accomplishment/ New activity description
Host business mixers: Helped to coordinate listening
sessions with Mayor Lee and Oakland leadership as well as Business resources merchant mixer with Waste
Management at 5 Spiced Kitchen. The MVA also worked
with Oakland Recycles to educate food providers on
reusable dine-in requirements, produced education videos in multiple languages and partnered with Stop Waste and Okapi to introduce reusables to local cafes and juice
shops.

Expanded Coverage and Scheduling Improvements Holiday
Safety Ambassadors program. The 2025-2026 Holiday
Safety Ambassador program represents a measurable
expansion of the prior year's security deployment, with total service hours increasing from approximately 264 hours to 300 hours, an overall increase of roughly 14%. This growth is driven by both an additional day of daytime coverage (expanding from four to five days per week) and an
extension of overnight patrols from six to eight hours per shift. In addition to increased hours, the program
strengthens its overall security posture through the
transition to an armed daytime officer, more strategic and less predictable patrol patterns, and the introduction of advanced reporting technology for real-time tracking and accountability.

Update and improve rooftop lighting program. Rooftop
lighting maintenance in 2025 included the replacement of approximately 1,000 linear feet of string light strands, routine bulb outage replacements, and the installation of new, reinforced mounting systems securing string lights to rooftop surfaces. These upgraded mounting methods
significantly enhance durability and stability, reducing windrelated wear and minimizing the need for frequent repairs, while ensuring consistent, long-term illumination across the district.

Held monthly MVA Board of Directors meetings where
merchants and residents have a forum to express
concerns, seek answers or just observe how the
Association operates.

The Montclair Village Parking Garage continues with the use of the ParkMobile app that allows visitors to pay using a smartphone. This program has paved the way for
adoption at other City of Oakland garages and lots, and the MVA has provided guidance and advice to City staff and
operators. A survey conducted of garage patrons resulted in 93% of respondents satisfied with services provided.
