WHEREAS, pursuant to applicable state and local law, the District Advisory Board has prepared and filed with the City Clerk, the Annual Assessment Report (Report) (attached hereto as Exhibit A), which contains the required particulars including a detailed description of the improvements and activities to be provided for in the BID's fiscal year, which shall be from January 1, 2027 to December 31, 2027 (Calendar Year 2027), the boundaries of the area and any benefit zones within the area, and the proposed assessments to be levied upon the businesses within the area for Calendar Year 2027; and

FURTHER RESOLVED: that the Council of the City does hereby approve the Calendar Year 2025 Report for the District; and be it
FURTHER RESOLVED: That the City Council does find and state its intention as follows:
1. Pursuant to California Streets and Highways Code Section 36534, the City Council declares its intention to levy and collect the assessments for the BID fiscal year, which shall be the Calendar Year 2027 as provided for in the Report and pursuant to the assessment formula as provided for in the Plan, and includes a three percent (3%) increase in the Calendar Year 2027 annual assessment rate as recommended by the Advisory Board, if the requested assessments are approved by the City Council after the Public Hearing scheduled by this Resolution of Intention.
2. The location and boundaries of the District shall remain the same as specified in the Plan on file with the City Clerk and there are no changes to the boundaries or benefit zones.
3. The types of the improvements and activities proposed to be funded by the levy of Calendar Year 2027 assessments on businesses in the area are those described in the Plan and the Report on file with the City Clerk. No substantial changes in the improvements or activities for the District are proposed to be made.
4. The proposed method and basis of calculating the assessments to be levied against each business in the District are those specified in the Plan and Report on file with the City Clerk. For the Calendar Year 2027 assessment, a sub-classification of businesses that earn annual gross receipts of Twenty-Five Thousand Dollars ($25,000) or less is proposed to be 2 created with a reduced fee for that assessment year of Sixty Dollars ($60) (instead of the One Hundred Twenty Dollars ($120) fee). Such sub-classification is proposed to be temporarily created to reduce the number and expense of processing hardship partial fee waiver requests, and the reduced fee amount would not apply to future assessment years unless renewed in the annual assessment resolution for such future years; and be it FURTHER RESOLVED: That a Public Hearing is hereby set for December 1, 2026, or as soon thereafter as the matter may be heard, to hear all public comments, protests, and to take final action as to the levying of the proposed assessments for the District for Calendar Year 2027.
Details regarding time, location and how to participate in the Public Hearing can be found at www.oakland.legistar.com, or by emailing the Oakland City Clerk's Office at [email protected] or by calling 510-238-3226; and be it FURTHER RESOLVED: That pursuant to California Streets and Highways Code section 36534(b), the City Clerk is directed to give notice of the Public Hearing by causing the Resolution of Intention to be published once in a newspaper of general circulation in the City not less than seven days before the Public Hearing; and be it
FURTHER RESOLVED: That at the Public Hearing the testimony of all interested persons for or against the proposed assessments will be heard, and written and oral protests may be made in the form and manner provided by Sections 36524 and 36525 of the California Streets and Highways Code as follows:
1. A protest may be made orally or in writing by any interested person. Any protest pertaining to the regularity or sufficiency of the proceedings shall be in writing and shall clearly set forth the irregularity or defect to which the objection is made.
2. Every written protest shall be filed with the Clerk at or before the time fixed for the public hearing. A written protest may be withdrawn in writing at any time before the conclusion of the public hearing.
3. Each written protest shall contain a description of the business in which the person subscribing the protest is interested sufficient to identify the business and, if a person subscribing is not shown on the official records of the City as the owner of the business, the protest shall contain or be accompanied by written evidence that the person subscribing is the owner of the business.
4. A written protest which does not comply with the requirements stated above shall not be counted in determining a majority protest.
3 5. If written protests are received from the owners of businesses in the District who will pay fifty percent (50%) or more of the assessments proposed to be levied, and protests are not withdrawn so as to reduce the protests to less than that fifty percent (50%), the proposed assessment shall not be levied.

BID Annual Reporting
The Business Development Division of the City of Oakland's Economic and Workforce Development Department requests
that your Business Improvement District (BID) submit an Annual Report detailing completed activities for the previous calendar year (CY25: January 1, 2025 - December 31, 2025) and planned activities for the current calendar year (CY26).
This report will summarize your Bl D's programs and impacts for CY25, ensure transparency regarding funding sources and expenditures, provide updates on your Board and management team, and contribute to aggregated data on BID activities and impacts across Oakland. Your submission, including details on past accomplishments and future plans, will help the City evaluate and support the collective efforts of Oakland's BIDs.

Notes about cleaning outputs (e.g., whether your tracking differs from metrics requested) Graffiti incidents have dropped significantly due to consistent, rapid removal, prompting taggers to move elsewhere. A few incidents still occur weekly, with many weeks seeing none at all. Notes about safety outputs (e.g., whether your tracking differs from metrics requested) The increase in non-patrol administrative/safety hours reflects increased BID staff presence on the Avenue. The drop in patrol hours reflects a one-time carryover of outside security coverage from 4 December of the prior year that is not expected to recur; we anticipate patrol hours increasing in November-December of this year.
We have shifted from calling the OPD's non-emergency line to the MACRO line regarding the mental health and unhoused-related calls, consistent with MACRO's intended purpose of relieving that burden from OPD.

2025 (List at least three, and up to

Accomplishment/New activity description
Worked with a website developer to create an online
calendar that leans heavily on Al technology to
continuously scrape merchant websites for events content.
The goal is to launch a robust calendar of merchant and district hosted events in 2026.
8 Accomplishment/New activity description
Produced the Rockridge Sidewalk Sale in May-in
conjunction with Small Business Week-with dozens of
great sales, trunk shows, and pop-ups lining the sidewalks along one-mile of the business corridor. A residential block joined the fun with a block-wide garage sale on a side
street.
Produced thousands of locals and visitors at the annual Rockridge Rock-N-Stroll event in August which stretches over one mile and features 50+ local artists and makers, 15 bands, pop-up vendors, kids' crafts and entertainment, and sales and special offers at over 40 participating
businesses.
Produced the annual Rockridge Halloween Parade in
October, in partnership with the Rockridge Community
Planning Council and the Oakland Library, offering kids multiple hubs for hands-on crafting activities, live
performances, music, free books, and more. Merchants
offered treats and prizes to several thousand trick-ortreaters, plus custom contests for pets and humans, and an all-ages DJ dance party with Halloween vinyl classics.
Produced the Rockridge Holidaze event in December which invited visitors to enjoy lite bites and beverages at
merchant locations as they shopped sales, pop ups, and
more. Holiday carolers and strolling musicians entertained the crowds throughout the day.
Acted as a promotional partner in the annual BART Ugly
Sweater holiday party which takes place at the Rockridge BART Station in December and draws thousands to the
district for the day.
Launched a new website for RockridgeDistrict.com,
featuring business directories, a business spotlights blog, mental health resources and blog, calendar of events,
venue rental and catering services, gift cards directory, and more.
Launched a new Rockridge e-Gift Card program, invested in marketing the card through signage, influencer social
media, advertising, and editorial coverage. By the end of the year, 38 merchants were accepting the card and $6000 in cards had been purchased. The cards are only redeemable in the district with participating merchants.
The district invested in a new booth setup and collateral so we can table at events and distribute information about the district, encourage e-newsletter signups and social media followers, and engage directly with visitors to answer
questions and welcome them to the neighborhood.
The board allocated approximately $4,000 for minor tree trimming to raise the canopy, improving visibility and safety at street level along the corridor. This included tree well maintenance to help prevent tripping hazards.
9 New programs/activities planned for
2026 calendar year that the BID didn't
do in 2025 (List at least three, and up
to ten)
New program/ activity description
Created and approved a new executive director role that was much needed to ensure consistent and stable
leadership and maintenance of our BID. We hired our new executive director in June 2026.
Planned and hosted our first merchant workshop on how to write a press release and do media pitches, complete with a follow-up exercise that involved direct feedback from a local editor for merchants on press releases they wrote themselves.
Launched a new online calendar platform that promotes
over 100 merchant-hosted events at any given point in
time. This calendar has significantly increased our district's website traffic and engagement, and is promoted in a
monthly events column in the local Rockridge newspaper.
We are also pushing this timely content in a new monthly enewsletter dedicated to upcoming events in Rockridge.
Created a Google group specifically for mental health
professionals, at their request, so they can network
amongst themselves and share resources.
We made a push for new board members, increasing the
number of new elected board members to more than any
previous year in our organization's history.
We invested in social media videos produced by a local
influencer to increase followers and engagement on
Facebook and lnstagram while promoting businesses in
the district.
We are creating an association membership program for
our BID in an effort to increase networking opportunities for merchants and business owners as well as add another revenue stream to our BID.
We will be decorating the district for the Winter Holiday Season with lighting and banners to make the area even
more attractive as we do each holiday season. This year, we are producing a second workshop for merchants, this
one focusing on window display and merchandising for the holiday season in hopes of increasing the festive decor and attracting more shoppers to our neighborhood. As a part of the event, merchants will participate in a window display competition in which shoppers can vote on their favorite display within our corridor during the holiday season. The winning merchant will receive a prize.

2025 Budget versus Actuals
New program/ activity description
We are producing our annual holiday event, complete with carolers and activations by the merchants. This year, we are adding new programming in an effort to get more
shoppers into Rockridge to do their holiday shopping. We will set up 3-4 kids activities along the corridor to attract families. We also are planning to partner with a local
retailer and non-profit as part of our annual Winter Holiday event. We will set up gift wrapping stations along the
corridor, and shoppers who buy their holiday gifts in
Rockridge can get gift wrapping done for them right there.
A portion of the proceeds will be donated to our partner non-profit. This will incentivize people to shop local during our event.
