EXECUTIVE SUMMARY
The City of Oakland’s Human Resources Management (HRM) Department is responsible for recruiting, developing, and maintaining a talented and diverse workforce that serves the Oakland community. HRM administers competitive civil service processes, labor and employee relations, citywide employee training and development, risk management systems, and employee health benefits.

HRM relies on NeoGov’s integrated, public-sector-focused software as a service (SaaS) platform to support recruitment, applicant tracking, onboarding, employee training, performance management, electronic personnel processes, and related human resources functions. The City has used NeoGov’s platform for more than 15 years, and the platform is integrated with the City’s Oracle human resources system and other HR technologies. Continuing the existing platform maintains established data integrations, workflows, and configurations and avoids the operational disruption, data migration, system reconfiguration, and staff retraining associated with replacing the City’s existing HR technology environment.

Through the FY 2026-2027 mid-cycle budget process, the City received funding for the implementation of NeoGov’s Attract and Vetted modules. Attract is designed to support candidate engagement and talent pipeline development, while Vetted provides a centralized system for managing background investigations, particularly for public safety recruitments.

Implementation of both modules is anticipated to begin following approval and execution of the agreement and is expected to take approximately six months.

HRM proposes to continue the City’s existing NeoGov subscriptions and add Attract and Vetted through Sourcewell Contract No. 030425-PDMS, a competitively solicited cooperative contract awarded to Governmentjobs.com, Inc., dba NeoGov. The proposed agreement provides for an initial three-year term, from July 1, 2026 through June 30, 2029, with three one-year extension options, subject to the availability and term of Sourcewell Contract No. 030425-PDMS.

The cost of the NeoGov services is included in the Human Resources Management Department budget and is funded through Internal Service Funds.

BACKGROUND / LEGISLATIVE HISTORY
The City of Oakland has utilized NeoGov’s Insight software for recruitment and testing functions since March 15, 2011, pursuant to Resolution No. 83273 C.M.S. (Attachment A). Insight enabled the City to transition to online job announcements, application submission, and candidate evaluation and established the foundation for the City’s current electronic recruitment processes.

The City subsequently expanded its use of NeoGov to support additional human resources functions. On October 28, 2019, the City added the Onboard module to support electronic completion of new hire paperwork and onboarding activities. In 2021, Onboard was integrated with the City’s Oracle human resources system, reducing manual data entry and supporting the efficient transfer of employee information.

On December 1, 2020, City Council enacted Resolution No. 88394 (Attachment B), which authorized the addition of NeoGov’s Perform and Learn modules. These modules expanded the platform to support electronic performance management and employee training.

Since 2023, HRM has continued to expand the City's use of NeoGov through the addition of Single Sign-On, Candidate Text Messaging, Position Control Integration, Class Specification Integration, Employee Import, New Hire Export, and eForms. These additions have further integrated NeoGov with the City's Oracle system and expanded the platform's use for employee data, recruitment communications, position and classification information, and electronic forms and workflows.

Through the FY 2026-2027 mid-cycle budget process, the City received funding to implement two additional NeoGov modules, Attract and Vetted. Attract is designed to support candidate engagement and talent pipeline development, while Vetted provides a centralized system for managing background investigations, particularly for public safety recruitments. Implementation of both modules is anticipated to begin following approval and execution of the agreement and is expected to take approximately six months.

The City is now proposing to continue its existing NeoGov subscriptions and add Attract and Vetted through Sourcewell Contract No. 030425-PDMS. Sourcewell competitively solicited and awarded NeoGov a Master Agreement under Solicitation No. 030425, Category 3, Comprehensive Solutions. As a participating Sourcewell agency, the City may obtain the applicable NeoGov services under the cooperative contract at the contractually required discount from NeoGov's published pricing.

The proposed agreement will continue the City's established NeoGov HRIS environment and its existing integrations, configurations, data, and workflows while adding Attract and Vetted. The continued use of the platform will allow HRM to maintain established recruitment, hiring, onboarding, training, performance management, and related HR processes without the disruption associated with replacing the City's existing HR technology environment.

ANALYSIS AND POLICY ALTERNATIVES
HRM requests City Council approval to enter into a cooperative contract agreement with Governmentjobs.com, Inc., dba NeoGov, to continue the City’s existing NeoGov software as a service (SaaS) subscriptions and add the Attract and Vetted modules funded through the FY 2026-2027 mid-cycle budget process. The proposed agreement has an initial three-year term, from July 1, 2026, through June 30, 2029, with three one-year extension options, subject to the availability and term of Sourcewell Contract No. 030425-PDMS.

NeoGov provides an integrated SaaS platform designed to support public-sector human resources functions, including recruitment, applicant tracking, onboarding, employee training, performance management, electronic forms, and related HR processes. The City’s existing NeoGov environment is integrated with the City’s Oracle human resources system and other HR technologies and supports established workflows used by HRM and City departments.

Continuing the existing NeoGov platform allows the City to maintain historical and current recruitment, personnel, and training records, established integrations, configurations, data, and workflows. Replacing the platform would require the City to identify and implement a new HR technology system, establish new integrations and workflows, configure the system to support the City’s civil service and other HR processes, migrate applicable data, retrain HRM and departmental users, and transition active recruitment, hiring, onboarding, training, and performance management processes to the new system.

A transition to a different HR technology platform would also create operational impacts during implementation. The City currently relies on NeoGov for ongoing recruitment and hiring activities and other employee lifecycle processes. Transitioning these functions would require coordination among HRM, City departments, the new vendor, and other system stakeholders and would create additional implementation and operational demands during the transition.

The proposed agreement also provides for implementation of the Attract and Vetted modules.

Attract will support candidate engagement and talent pipeline development, while Vetted will provide a centralized system for managing background investigations, particularly for public safety recruitments. These modules were funded through the FY 2026-2027 mid-cycle budget Elizabeth Lake, Interim City Administrator

process and are anticipated to require approximately six months to implement following approval and execution of the agreement.

The City is obtaining the NeoGov services through Sourcewell Contract No. 030425-PDMS.

Sourcewell competitively solicited and awarded NeoGov a Master Agreement under Solicitation No. 030425, Category 3, Comprehensive Solutions. The City is a participating Sourcewell agency and will obtain the applicable NeoGov services under the cooperative contract. The Sourcewell contract provides participating agencies with a minimum five percent discount from NeoGov’s published pricing, and the pricing proposed for the City is subject to the terms of the cooperative contract.

Other human resources technology platforms are available in the marketplace and could provide similar functions. However, selecting and implementing a different platform would require a new implementation effort, system configuration and integration, data migration, user training, and transition of established HR processes. Continuing the existing NeoGov environment allows the City to maintain established HR technology and business processes while avoiding the disruption and implementation activities associated with replacing the current platform.

COOPERATIVE PROCUREMENT
The City will obtain the proposed NeoGov services through Sourcewell Contract No. 030425- PDMS, awarded to Governmentjobs.com, Inc., dba NeoGov, under Sourcewell Solicitation No. 030425, Category 3, Comprehensive Solutions. Sourcewell is a cooperative purchasing organization that conducts competitive solicitations and establishes contracts which participating public agencies may use to obtain goods and services under established contract terms.

The City is a participating Sourcewell agency and may obtain the NeoGov services under Sourcewell Contract No. 030425-PDMS. The proposed agreement with NeoGov will be entered into pursuant to the Sourcewell contract and will provide the City with the applicable NeoGov services and contract pricing. Sourcewell's contract with NeoGov provides participating agencies with a minimum five percent discount from NeoGov's published pricing.

Because the proposed services will be obtained through a competitively solicited cooperative contract, the City will not conduct a separate competitive solicitation for the NeoGov services.

COORDINATION
Development of this report was coordinated with staff in the Human Resources Management Department and the City Administrator’s Office.

PAST PERFORMANCE, EVALUATION AND FOLLOW-UP
The City has used NeoGov for recruitment and other human resources functions for more than 15 years. The platform currently supports established City processes for recruitment, applicant tracking, onboarding, employee training, performance management, and related human resources functions. NeoGov is also integrated with the City's Oracle human resources system and other HR technologies.

HRM has continued to expand the City's use of the NeoGov platform as additional human resources needs have been identified. The proposed agreement will continue the City's existing NeoGov subscriptions and add the Attract and Vetted modules funded through the FY 2026- 2027 mid-cycle budget process.

Following implementation of Attract and Vetted, HRM will monitor utilization, system functionality, process efficiencies, and user feedback to evaluate the effectiveness of the additional modules and identify opportunities for improvement.

RACE AND EQUITY
NeoGov's recruitment and applicant tracking tools support consistent and standardized recruitment processes and provide applicants with access to City employment opportunities through an online platform. These functions support HRM's efforts to promote equitable access to employment opportunities and consistent application of recruitment procedures.
