1.6 East Contra Costa Fire Protection District Update (Brian Helmick, Fire Chief) East Contra Costa Fire Protection District (ECCFPD) Chief Brian Helmick provided an update to the City Council. His PowerPoint presentation included a preview of the State of the District to be presented on Facebook live and YouTube on March 16, 2022, 6-7 p.m. He shared information regarding the District’s current staffing, needed staffing, historical challenges, and what the District has done between 2017-2021 to address its challenges. He also shared information regarding ECCFPD’s progress with annexation into Contra Costa County Fire Protection District (CCCFPD) and efficiencies that will result from it.
He mentioned LAFCO approved the sphere of influence last night and tomorrow is the boundary hearing. He explained that if approved, the State Board of Equalization must validate it. He mentioned they anticipate in April it would be finalized and annexation day would be July 1, 2022. He shared that Station 55 will be staffed. He mentioned they already have an implementation action plan; they are already sharing operating procedures and training together so the transition should be seamless on July 1. He shared that he plans to transfer to CCCFPD as Deputy Chief and anticipates he will continue to be the direct report for East County. He mentioned ECCFPD Board meetings will remain in place for now until the Board dissolves June 30, 2022.
Vice Mayor Meadows congratulated him. He mentioned he thought Station 55 was opening in April.
Chief Helmick explained that they reviewed phase 1 and phase 2 of the process and finances, and ECCFPD had funds to open April 1 independent of annexation. He mentioned they had to make a decision in January who would hire employees and the plan was to have good consistency and bring new hires through CCCFPD to train them. He mentioned ECCFPD doesn’t have people to staff that station. He shared that March is typically a month of attrition and retirement and also when academy graduates are ready to go. He mentioned there is another academy starting this month that will let out in June. He mentioned they don’t have bodies to do it in April but if they are striving to have enough people after March to open earlier than July 1, they will open it. He mentioned they don’t know yet the attrition numbers or workers’ compensation numbers.
Councilmember Fuller thanked him for the update and asked that he relay thanks to everyone in the District for stepping forward during the transition and their commitment to safety for the community.
Councilmember Higgins inquired if they still plan to move forward with the Ironhouse Sanitary District (ISD) project.
Chief Helmick responded that they ae still moving forward with the project, approximately 20 acres of training ground. He explained they have been working on a feasibility study for about a year and they had a brief pause to allow ISD to focus on its Strategic Plan and CCCFPD has come to the table. He mentioned during the April 12 Board meeting he will make a report to his Board and share their progress and the environmental reports that will come next. He mentioned if environmental is approved, he hopes to move toward to obtain approval for a land deal. He explained conceptually, they would have the land and ISD would utilize for it for mutual needs, i.e., classrooms and storage, but they hope it will not only be a training ground with a training tower and administrative offices, but also be a place for the East County fleet, storage and logistics center. He shared what is nice about the property is it is restricted, guarded land without residential housing adjacent to it. He mentioned it is looking very optimistic, but there is still a lot of work to do; both Boards must approve it and it could be a couple years out.
Mayor Pope thanked him and commented years of hard work are coming to fruition.
