SUBJECT: Resolution Accepting the Results of the Canvass of the November 8, 2022 General Election in Oakley
Background and Analysis
On June 14, 2022, the City Council adopted Resolution 54-22 calling the General Election for one City Councilmember in District 2 and one City Councilmember in District 4. Between the nomination period and write-in period, four candidates were qualified to run in this election, two candidates in District 2 and two candidates in District 4.
On Tuesday, November 8, 2022, the General Election was conducted by the Contra Costa County Registrar of Voters. The County Clerk’s official canvass of the Election has been completed. Hugh Henderson has been elected to serve a full, four-year term of office as City of Oakley Councilmember for District 2 and Shannon Shaw has been elected to serve a full, four-year term of office as City of Oakley Councilmember for District 4.
California Elections Code Section 10263 states that upon completion of the canvass of results by the County and prior to installation of the officers, the City Council shall adopt a resolution reciting the facts of the Election and declaring the result. For the City Council’s consideration, attached is a proposed resolution accepting the Certificate of County Clerk as to the Results of the Canvass of the City of Oakley November 8, 2022 General Election.
Fiscal Impact
In June 2022, Contra Costa County Elections Department estimated the total cost of the 2022 General Election would be approximately $2-$3 per registered voter and estimated approximately 10,500 registered voters combined in Districts 2 and 4. Staff 6 allocated $40,000 in the 2022/2023 Operating Budget for the Election. The actual number of registered voters combined in Districts 2 and 4 at the time of the November 8, 2022 Election was 10,659 (4,798 in District 2 and 5,861 in District 4).
The election cost is estimated to be between $21,318-$31,977. Staff should receive the final invoice from the Contra Costa County Elections Department in January or February 2023.
