O (925) 625-7000 | F (925) 625-9859 | www.ci.oakley.ca.us DATE: August 22, 2023
TO: Joshua McMurray, City Manager
FROM: Jeri Tejeda, Human Resources Director
SUBJECT: Adopt a Resolution approving the reorganization of City Departments, including the amendment to the Salary Schedule for Fiscal Year 2023/2024, and authorizing the addition and removal of specific job classifications and a budget amendment appropriating funds to specified salary accounts.

Background and Analysis
Recent vacancies at the director level have provided an opportunity for staff to assess the City and community’s needs and expedite and see to fruition many of the objectives outlined in the Oakley Strategic Plan 27+.

As staff prepared for the proposed reorganization, the goal of a sustainable organization and its objectives remained at the forefront. These include, succession planning, upgrading IT services, growing departments to keep up with demands, staff retention, sustaining service levels to our residents, employee wellness, and building a well-rounded team that is prepared to serve the City now and well into the future.

The proposed re-organization will allow for the addition of several positions over the next few years and will help to create a better structure within each department.

This proposal will set up room for growth as well as succession planning within the departments while keeping the costs to fund these positions to a minimum.

The proposed organizational charts anticipate changes, not just in FY 2024 but beyond. The net annual cost for the first year is anticipated to be $150,000 to add a total of 2.75 FTE. This is accomplished by eliminating higher paid positions and replacing them with multiple lower classifications. Included in the net cost is also the reduction to multiple contract positions that will not be needed once an in-house employee is hired. FY 2024 anticipated costs are under $50,000 as hiring employees will take some time and therefore will not require a full year’s salary at the time of hire.

Anticipated new positions beyond FY 2024 are not included in the cost and will be evaluated during the budget study sessions in future years and brought to the Approved and
Forwarded to the
