--OCEANSIDE CITY CLERK REPORT--
DATE: March 16, 2022
TO: Honorable Mayor and City Councilmembers
FROM: City Clerk’s Office
SUBJECT: Planning Commission Applicant Interviews/Appointments
SYNOPSIS
It is recommended that the City Council interview the candidates using the interview process in place, and appoint three Planning Commissioners to fill the upcoming vacancies for a four-year term ending April 15, 2026; and appoint one Planning Commissioner to fill former Commissioner Raines’ unexpired term ending April 15, 2025.
BACKGROUND
In accordance with Policy 100-09, the City Council will, “hold a non-televised workshop for Planning Commission selection interviews.” Based on this policy, applicants for the Planning Commission will be interviewed in this workshop, with subsequent appointments to be made.
There will be three vacancies on the Planning Commission as of April 15, 2022. Two vacancies are due to the term expiration of current Planning Commissioners Louise Balma and Tom Rosales, and one vacancy is due to the unscheduled resignation of Robyn Goodkind on October 20, 2021. This workshop is for the purpose of interviewing applicants for the four-year term commencing April 16, 2022 and ending April 15, 2026.
Additionally, Commissioner Joshua Raines resigned from the Planning Commission on February 11, 2022 creating another unscheduled vacancy. His term on the Planning Commission was scheduled to expire on April 15, 2025. Staff recommends that an appointment be made to fill the remainder of his term in order to keep the commissioners’ terms staggered.
The vacancies were advertised in the Union Tribune and posted on the City’s Website.
There are 28 applications on file with the City Clerk Department. Of those, 16 will be participating in the interview process.
COUNCIL PACKET FOR
WEDNESDAY, March 16, 2022
2:00PM
ANALYSIS
The interview process established by Council consists of individual interviews, with applicants to be seated in the Closed Session Room until their turn to be interviewed.
The order of interviews is determined by random drawing. The procedure that has been used for the interviews is as follows:
Each applicant will make a one-minute presentation to Council.
The City Clerk will then ask three standard questions of each applicant: 1) Why do you want to be a Planning Commissioner?; 2) Describe the background and experience that make you a desirable candidate; and 3) Are you related to or do you have any type of work or affiliation with anyone on the Planning Commission? The applicants are given one minute to respond to each question.
Following the standard questions, the Council may ask additional questions as time permits. Each interview will last approximately eight minutes.
For Council’s reference, this staff report includes a copy of the applications of the candidates to be interviewed.

The terms of the various Planning Commission offices shall be staggered according to the schedule established by ordinance code § 9212. Any member of the City Council may nominate candidates for Planning Commissioner.” Furthermore, Section 2.38.1 states as follows: “The provisions of section 2.38 notwithstanding, a member of the Planning Commission may be removed, at any time, by a majority vote of the City Council.”
