--OCEANSIDE CITY CLERK REPORT--

DATE: October 12, 2022

TO: Honorable Mayor and City Councilmembers

FROM: City Clerk’s Office

SUBJECT: Planning Commission Applicant Interviews/Appointments

SYNOPSIS

It is recommended that the City Council interview the candidates using the interview process in place, and appoint one Planning Commissioner to fill former Commissioner Hayes’s unexpired term ending April 15, 2025.

BACKGROUND

In accordance with Policy 100-09, the City Council will, “hold a non-televised workshop for Planning Commission selection interviews.” Based on this policy, applicants for the Planning Commission will be interviewed in this workshop, with subsequent appointments to be made.

Commissioner Jolene Hayes resigned from the Planning Commission on April 26, 2022, creating an unscheduled vacancy. Her term on the Planning Commission was scheduled to expire on April 15, 2025. Staff recommends that an appointment be made to fill the remainder of her term in order to maintain seven (7) voting members on the Planning Commission.

The vacancy advertisement was posted at the City Clerk’s Office, both City Libraries, the Civic Center Plaza Kiosk, and on the City’s website. There are 22 applications on file with the City Clerk’s Office. Of those, 12 will be participating in the interview process.

ANALYSIS

The interview process established by Council consists of individual interviews, with applicants to be seated in the City Clerk’s Office until their turn to be interviewed. The order of interviews is determined by random drawing. The procedure that has been used for the interviews is as follows:
