Mayor Gilman called the Special Meeting of the Ojai City Council to order on September 9, 2025, at 4:00 p.m.
ROLL CALL
On the call of the roll, the following were present in the Kent Hall Chambers:
Mayor Gilman, Mayor Pro Tem Lang, and Council Members Rule, Whitman and Mang, and the Arts Commissioners West, Steiner, Grau, Leeds, and Wright.
Also present in the Kent Hall Chambers: City Manager Harvey, City Attorney Summers, Chief Deputy City Clerk Montgomery
ABSENCES
Council Member Whitman arrived after roll call at 4:30 p.m.
PLEDGE OF ALLEGIANCE
Chief Deputy City Clerk Montgomery led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion:
It was moved by Mayor Pro Tem Lang, with a second by Mayor Gilman, to approve the Agenda of the September 9, 2025, Special Meeting.
Roll Call:
On the call of the roll, the vote was four (4) in favor, zero (0) against, and one (1) absent.
Ayes: Lang, Rule, Mang, Gilman
Noes: None
Abstain: None
Absent: Whitman
MOTION PASSES
DISCUSSION
1. Joint Meeting with City Council - Arts Commission
RECOMMENDATION:
1. That the City Council consider, provide feedback, and if appropriate, approve the Arts Commission’s 5-Year Plan; and
2. That the City Council and Arts Commission discuss the following Arts Commission requests/recommendations:
How to integrate the Arts Commissions 5-year plan within the City’s General Plan;
Staff support beyond the current staff liaison model;
Economic study of Ojai’s creative economy;
Stewardship of Public Art and City collections (including presentation); and Mural in Kent Hall.

City Council and staff received the Arts Commission’s recommendations.
ADJOURNMENT
Mayor Gilman adjourned the September 9, 2025, Regular Meeting at 5:40 p.m., until the September 9, 2025 Regular Meeting at 6:00 p.m.
