Mayor Gilman called the Special Meeting of the Ojai City Council to order on September 30, 2025, at 6:00 p.m.
ROLL CALL
On the call of the roll, the following were present in the Kent Hall Chambers:
Mayor Gilman, Mayor Pro Tem Lang, and Council Members Rule, Whitman, and Mang.
Also present in the Kent Hall Chambers: City Manager Harvey, Assistant City Attorney Anderson, and Administrative Analyst Mara.

Administrative Analyst Mara led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion:
It was moved by Mayor Pro Tem Lang, with a second by Council Member Rule, to approve the Agenda of September 30, 2025, Special Meeting.
Council Action:
Consent reached through the Mayor, with five (5) in favor and zero (0) against.
PUBLIC COMMUNICATIONS
DISCUSSION
1. Resolution Appointing a Voting Delegate and Alternate to the 2025 League of California Cities Annual Conference
RECOMMENDATION: Adopt the attached resolution and appoint a voting delegate and alternate for the General Assembly of the 2025 League of California Cities
Conference.

Consent reached through the Mayor, to assign Mayor Pro Tem Lang, with Council Member Whitman as alternate, as the Voting Delegate.
WORKSHOP
2. WORKSHOP | Permanent Supportive Housing Project Documents Walkthrough (611 South Mongomery Street)
RECOMMENDATION: Receive an informational presentation from DignityMoves’ architect and Vice President of Construction, review and provide feedback on the project documents prior to finalizing the design for bidding, and ask clarifying questions about the project documents.
Administrative Report - Workshop - Permanent Supportive Housing Project Council received the presentation.
ADJOURNMENT
Mayor Gilman adjourned the September 30, 2025, Special Meeting at 8:55 p.m., until the October 7, 2025, Special Meeting.
