CITY COUNCIL SPECIAL MEETING
TUESDAY, JUNE 2, 2026, 6:00 PM

Mayor Gilman called the meeting to order at 6:00 p.m.
ROLL CALL
The following members were present: Mayor Gilman, Mayor Pro Tem Mang, and Council Members Rule, Lang, and Whitman.
Also present: City Manager Harvey, City Attorney Burgess, Chief Deputy City Clerk Montgomery, and Recreation Manager Rivera.
PLEDGE OF ALLEGIANCE
Chief Deputy City Clerk Montgomery led the Pledge of Allegiance.
APPROVAL OF AGENDA
MOTION: It was moved by Council Member Lang, seconded by Mayor Gilman, to approve the agenda.
The motion carried unanimously.
DISCUSSION
1. Community Aquatics Program Implementation and Adoption of Resolution Amending the Salary Schedule to Update the Salary for the Lifeguard Classification, Effective June 3, 2026
RECOMMENDATION:
1. Adopt a resolution amending the Salary Schedule to update the salary for the Lifeguard classification, effective May 20, 2026; and
2. Approve a $5.00 per person entry fee for open and lap swim Program Hours and authorize a $5,000 allocation to fund reduced-fee waivers for income qualified participants; and
3. Approve program hours as presented for daily open swim operations; and
4. Receive and file the completed Agreement with Ojai Unified School District.
MOTION: It was moved by Mayor Gilman, seconded by Council Member Rule, to approve Item 1 as recommended, and return with a concept for a family membership program.
The motion carried unanimously.
2. Request for Proposal for Sarzotti Park Playground Reconstruction RECOMMENDATION:
1. Review and provide input for a draft request for proposals for the planning and design of the Sarzotti Park playground reconstruction project.
2. Direct staff to proceed with issuing a request for proposals for the planning and design of the playground reconstruction project.
MOTION: It was moved by Mayor Gilman, seconded by Council Member Rule, to approve Item 2 as recommended, and directing the Parks and Recreation Commission to review without a return to Council needed.
The motion carried unanimously.

CITY ATTORNEY'S REPORT OUT OF CLOSED SESSION
City Attorney Burgess reported out of Closed Session that City Council directed a 3.5% cost of living increase for staff with the annual budget adoption, except for the City Manager position, and that City Council provided direction to update the employee handbook.
ADJOURNMENT
Mayor Gilman adjourned the meeting at 7:30 p.m.
