MINUTES

CITY COUNCIL REGULAR MEETING
TUESDAY, SEPTEMBER 8, 2026, 6:00 PM
KENT HALL COUNCIL CHAMBERS - CITY HALL CAMPUS - 111 W SANTA ANA ST,

OJAI, CA
Mayor Gilman called the meeting to order at 6:00 p.m.

ROLL CALL
The following members were present: Mayor Gilman, Mayor Pro Tem Mang, and Council Members Rule, and Whitman.

Also present: City Manager Harvey, City Attorney Burgess, Assistant to the City Manager Cervantes, and Chief Deputy City Clerk Montgomery.

PLEDGE OF ALLEGIANCE
Chief Deputy City Clerk Montgomery led the Pledge of Allegiance.

The entire September 8, 2026 Regular Meeting, except for Item No. 7, was adjourned at 6:07 p.m. to September 15, 2026, after Chief Deputy City Clerk Montgomery informed the City Council of a failure to properly notice a remote participation location on the posted agenda, which would have prevented Council Member Lang from participating in the meeting (despite the Council Member having followed the Council’s remote meeting procedures). Additionally, City staff discovered a simultaneous Zoom outage that would have independently prevented the meeting from complying with the Brown Act’s two-way participation requirements even if the posting error had not occurred.

Due to the Zoom outage, the meeting was adjourned without any action taken by City Council.
