Agenda Report

SECTION:

PUBLIC HEARINGS

RECOMMENDATION:

That the City Council open the second Public Hearing, receive further input regarding the formation of districts and close the Public Hearing.

THE FOLLOWING COUNCIL GOALS ARE BEING ACHIEVED:

Operate in a Businesslike Manner
Invest in the Growth and Evolution of the City's Economy FISCAL IMPACT:

There is no direct fiscal impact associated with this Public Hearing.

BACKGROUND & ANALYSIS:

On April 19, 2022 the City Council conducted the first Public Hearing of the four required Public Hearings in the districting process.

This is the second of those Public
Hearings at which staff will also introduce and demonstrate the mapping tool to be released to the public. Following this public hearing, the City’s demographic consultant will prepare initial draft maps for the Council’s consideration at the third public hearing. The Council may provide direction as to specific factors, such as pertinent communities of interest or geographic landmarks, it wishes the demographers to focus consideration on in the preparation of draft maps. The City’s consultant will also evaluate any publicly submitted maps for compliance with the California Voting Rights Act and Federal Voting Rights Act and present those maps for Council’s consideration at the third public hearing.

The City understands the importance of Public Comments on the transition and the proposed district maps. In an effort to engage Ontario residents in the districting process, five community workshops were held in various areas of the City to provide background and directions on creating maps. These workshops were held in English and Spanish. Once the mapping tool is released on May 11, 2022, there will be additional community workshops to specifically go over the mapping tool.

Information on the Districting Process, the community workshop presentations, and u pdates
regarding additional dates and times can be found on the City's district website at ontarioca.gov/districts. Information on the website is available in both English and Spanish.

In conclusion, Staff recommends that the City Council conduct the second Public Hearing giving the 4 public the opportunity to provide input regarding the composition of the districts. 5
