JOINT MEETINGS
The special meetings of the Ontario City Council and the Housing Authority were held on Thursday, June 15, 2023 at Ontario City Hall, 303 E. B Street Ontario, California, in Community Conference Rooms 1 and 2.
CALL TO ORDER
Mayor Leon called the joint meetings to order at 12:04 p.m.
ROLL CALL
PRESENT: Mayor/Chairman: Paul S. Leon
Mayor pro Tem/Vice Chair: Debra Dorst-Porada
Council/Authority Members: Alan D. Wapner, Jim W. Bowman, and Ruben Valencia.
ABSENT: Council/Authority Members: None.
Also present were City Manager / Executive Director Scott Ochoa, City Attorney/Legal Counsel Ruben Duran, and Assistant City Clerk Claudia Y. Isbell.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member Wapner.

There were no public comments.

City Manager Ochoa announced that tentative agreements had been reached with Ontario Police Officers Association and Teamsters Local 1932 and those Memorandum of Understandings would soon be brought before Council for approval. 2 Ontario City Council/Ontario Housing

CONSENT CALENDAR
MOTION: Moved by Council Member Bowman seconded by Mayor pro Tem Dorst-Porada and carried by a unanimous vote 5-0, to approve the Consent Calendar as presented.
1. APPROVAL OF A TWO-YEAR MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF ONTARIO AND THE ASSOCIATION OF ONTARIO MANAGEMENT EMPLOYEES; A THREE-YEAR MEMORANDUM OF
UNDERSTANDING WITH THE AMERICAN FEDERATION OF STATE, COUNTY & MUNICIPAL EMPLOYEES LOCAL 3061; A FOUR-YEAR MEMORANDUM OF
UNDERSTANDING WITH THE ONTARIO PROFESSIONAL FIREFIGHTERS ASSOCIATION LOCAL 1430; AND APPROVAL OF AMENDMENTS MADE TO
THE COMPENSATION AND BENEFITS PROFILES FOR
CONFIDENTIAL/SPECIALIZED CONFIDENTIAL/CONFIDENTIAL MANAGEMENT EMPLOYEES AND THE DEPARTMENT HEADS; APPROVAL OF ONE-TIME BONUSES FOR EMPLOYEEES IN THE IDENTIFIED EMPLOYEE GROUPS; AND
AUTHORIZE THE CITY MANAGER TO MAKE ANY NON-SUBSTANTIVE
CHANGES WHICH MAY BE NECESSARY TO IMPLEMENTATION.
The City Council approved the Memorandum of Understandings (MOUs) between the City of Ontario;
A. Approved a two-year MOU regarding wages, hours, and other terms and conditions of employment with the Association of Ontario Management Employees from July 1, 2023 through June 30, 2025;
B. Approved a three-year MOU regarding wages, hours, and other terms and conditions of employment with the American Federation of State, County, & Municipal Employees Local 3061 from July 1, 2023 through June 30, 2026; C. Approved a four-year MOU regarding wages, hours, and other terms and conditions of employment with the Ontario Professional Firefighters Association Local 1430 from July 1, 2023 to June 30, 2027; D. Approved amendments to the Compensation and Benefits Profiles for Confidential / Specialized Confidential / Confidential Management Employees and Department Head Employees effective July 1, 2023;
E. Approved Maternity/Paternity leave program granting 40 hours of paid leave upon the birth or adoption of a child; and
F. Approved a one-time signing bonus of $2,000 for active employees represented by the Association of Ontario Management Employees and the American Federation of State, County, & Municipal Employees Local 3061 effective June 26, 2023. Approve a one-time signing bonus of $2,500 for active employees represented by Ontario Professional Firefighters Association Local 1430 effective June 26, 2023. Approve a one-time bonus of $2,000 for active employees in the Confidential, Specialized Confidential, and Department Head groups effective June 26, 2023. Approve a one-time bonus of $2,500 for active employees designated as Department Head-Safety, effective June 26, 2023.

ADMINISTRATIVE REPORTS/DISCUSSION/ACTION
2. A RESOLUTION APPROVING THE FISCAL YEAR 2023-24 THROUGH FISCAL YEAR 2027-28 MEASURE | FIVE-YEAR CAPITAL IMPROVEMENT
EXPENDITURE PLAN AND EXPENDITURE STRATEGY
The City Council adopted a Resolution approving the Fiscal Year 2023-24 through Fiscal Year 2027-28 Measure | Five-Year Capital Improvement Expenditure Plan and Expenditure Strategy.
RESOLUTION NO. 2023-040 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, ADOPTING THE FISCAL YEAR 2023-24 THROUGH FISCAL YEAR 2027-28 MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT PLAN.
3. REVIEW AND ADOPTION OF THE CITY'S FISCAL YEAR 2023-24 BUDGET AND
APPROVAL OF BUDGET-RELATED ACTIONS
The City Council and Housing Authority Board:
A. Adopted Resolutions establishing the appropriations limit of the City of Ontario for Fiscal Year 2023-24 and approved the operating budgets, including the capital improvement program, of the City of Ontario and Ontario Housing Authority for Fiscal year 2023-24;
B. Approved the annual budget of the Ontario Convention Center for Fiscal Year 2023-24;
C. Adopted a Resolution to approve the City of Ontario Fiscal Year 2023-24 Proposed Citywide Fee Schedule in order to establish and amend certain service and development-related fees for City services; D. Approved the updated Travel and Expense Reimbursement Policy; and E. Approved the updated Purchasing Policies and Procedures Manual RESOLUTION NO. 2023-041 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ONTARIO, CALIFORNIA, ADOPTING THE OPERATING BUDGET OF SAID CITY FOR THE FISCAL YEAR 2023-24.
RESOLUTION NO. OHA-114 A RESOLUTION OF THE ONTARIO HOUSING
AUTHORITY OF THE CITY OF ONTARIO, CALIFORNIA, ADOPTING A BUDGET FOR SAID AUTHORITY FOR THE FISCAL YEAR 2023-24.
RESOLUTION NO. 2023-042 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ONTARIO, CALIFORNIA, ESTABLISHING AN APPROPRIATIONS LIMIT FOR THE CITY OF ONTARIO FOR FISCAL YEAR 2023-24.

RESOLUTION NO. 2023-043 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ONTARIO, CALIFORNIA, APPROVING A CITYWIDE FEE SCHEDULE
ESTABLISHING AND AMENDING CERTAIN SERVICE AND DEVELOPMENT-
RELATED FEES FOR CITY SERVICES, AND REPEALING PREVIOUS ACTIONS TO THE EXTENT THEY ARE IN CONFLICT.
Mayor Leon opened the item for discussion and inquired if anyone was interested in speaking to the item. Hearing no one, Mayor Leon opened the item for Council discussion.
The Mayor and Council Members asked budget questions of the Executive Team. All members of the Executive Team were represented and provided answers. Council requested line items be more specific in some areas and future workshops be brought back to discuss the current state of libraries, golf course, assessment districts, parks and recreation centers, and rock curbs.
MOTION: Moved by Mayor pro Tem Dorst-Porada seconded by Council Member Bowman and carried by a unanimous vote 5-0, to approve Item Nos. 2 and 3 and adopt Resolution Nos. 2023-041, OHA-114, 2023-042 and 2023-043.
ADJOURNMENT
Mayor Leon adjourned the meetings of the Joint Agencies at 1:54 p.m.
