JOINT MEETINGS
The special meetings of the Ontario City Council and Housing Authority were held on Wednesday, June 18, 2025 at Ontario City Hall, 303 E. B Street Ontario, California.
OPEN MEETING CALLED TO ORDER
Mayor Leon called the joint meetings to order at 5:00 p.m.
ROLL CALL

Mayor pro Tem/Vice Chair: Alan D. Wapner
Council/Authority Members: Jim W. Bowman, Debra Porada, and Daisy Macias
ABSENT: Council/Authority Members: None
Also present were City Manager / Executive Director Scott Ochoa, Assistant City Attorney/Legal Counsel Shah, and Assistant City Clerk / Assistant Secretary Claudia Y. Isbell.
INFORMATION RELATIVE TO POSSIBLE CONFLICTS OF INTEREST
There were no legal conflicts announced.

The Pledge of Allegiance was led by Council Member Bowman.

Assistant City Clerk Isbell announced there were no written communications.

PUBLIC HEARINGS
1. A RESOLUTION ADOPTING UPDATES TO THE CITYWIDE FEE SCHEDULE
ESTABLISHING AND AMENDING CERTAIN SERVICE AND DEVELOPMENT
RELATED FEES FOR CITY SERVICES
The City Council adopted a Resolution to approve the Fiscal Year 2025-26 Proposed Citywide Fee Schedule Updates (Exhibit A) in order to establish and amend certain charges for services and development related fees for City services.
RESOLUTION NO. 2025-060 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ONTARIO, CALIFORNIA, ADOPTING UPDATES TO THE CITYWIDE
FEE SCHEDULE ESTABLISHING AND AMENDING CERTAIN SERVICE AND DEVELOPMENT-RELATED FEES FOR CITY SERVICES.
Notice of public hearing was duly given. Affidavits of compliance were on file. There were no written communications. Mayor Leon opened the public hearing and inquired if anyone was interested in speaking to the item.
City Manager Ochoa announced updates to the fee schedule.
Hearing no one wishing to speak, Mayor Leon closed the public hearing and opened the item for Council discussion.
MOTION: Moved by Council Member Bowman, seconded by Council Member Porada and carried by a unanimous vote of 5-0, to adopt Resolution No. 2025-060 with amendments to the fee schedule.
ADMINISTRATIVE REPORTS/DISCUSSION/ACTION
2. A RESOLUTION APPROVING THE FISCAL YEAR 2025-26 THROUGH FISCAL YEAR 2029-30 MEASURE | FIVE-YEAR CAPITAL IMPROVEMENT
EXPENDITURE PLAN AND EXPENDITURE STRATEGY
The City Council adopted a Resolution approving the Fiscal Year 2025-26 through Fiscal Year 2029-30 Measure | Five-Year Capital Improvement Expenditure Plan and Expenditure Strategy.
RESOLUTION NO. 2025-061 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, ADOPTING THE FISCAL YEAR 2025-26 THROUGH FISCAL YEAR 2029-30 MEASURE | FIVE-YEAR CAPITAL IMPROVEMENT PLAN.
City Manager Ochoa provided a presentation. Hearing no one wishing to speak, Mayor Leon opened the item for Council discussion.

MOTION: Moved by Council Member Porada, seconded by Council Member Bowman and carried by a unanimous vote 5-0, to adopt Resolution No. 2025-061.
3. FISCAL YEAR 2024-25 YEAR-END BUDGET UPDATE REPORT AND REVIEW AND ADOPTION OF THE CITY'S FISCAL YEAR 2025-26 BUDGET AND
APPROVAL OF BUDGET-RELATED ACTIONS
The City Council approved the following:
A. Approved budget adjustments and recommendations listed in the Fiscal Year 2024-25 Year-End Budget Update Report
B. That the City Council and Ontario Housing Authority Board adopted Resolutions establishing the appropriations limit of the City of Ontario for Fiscal Year 2025-26 and approve the operating budget, including the capital improvement program, of the City of Ontario and Ontario Housing Authority for Fiscal Year 2025-26
C. Approved the annual budget of the Ontario Convention Center for Fiscal Year 2025-26;
D. Approved the annual budget of the Toyota Arena for Fiscal Year 2025-26; E. Approved the annual budget of the Whispering Lakes Golf Course for Fiscal Year 2025-26;
F. Approved the updated Purchasing Policies and Procedures Manual; G. Approved the Grant Administration Policy;
H. Approved the updated Capital Assets Policy; and
I. Approved the Salary Grade Report for Fiscal Year 2025-26.
City Manager Ochoa provided a presentation. Hearing no one wishing to speak, Mayor Leon opened the item for Council discussion.
RESOLUTION NO. 2025-062 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ONTARIO, CALIFORNIA, ESTABLISHING AN APPROPRIATIONS LIMIT FOR THE CITY OF ONTARIO FOR FISCAL YEAR 2025-26.
RESOLUTION NO. 2025-063 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ONTARIO, CALIFORNIA, ADOPTING THE OPERATING BUDGET OF SAID CITY FOR THE FISCAL YEAR 2025-26.
RESOLUTION NO. OHA-121 A RESOLUTION OF THE ONTARIO HOUSING
AUTHORITY OF THE CITY OF ONTARIO, CALIFORNIA, ADOPTING A BUDGET FOR SAID AUTHORITY FOR THE FISCAL YEAR 2025-26.
