PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL CONSULTING SERVICES
RELATED TO ENVIRONMENTAL, ARCHITECTURE AND URBAN DESIGN, AND
LANDSCAPE ARCHITECTURE SERVICES
CITY OF ONTARIO
Agenda Report
July
1, 2025
SECTION:
CONSENT CALENDAR
RECOMMENDATION:
That the City Council authorize the City Manager, or designee, to execute three-year On-Call Professional Services Agreements with six firms specializing in providing consulting services related to environmental, architecture and urban design, and landscape architecture services; and authorize the City Manager, or designee, to extend the agreements for up to two additional one-year periods. In no event shall the proposed agreements with each firm, exceed $500,000 over a three-year period.
THE FOLLOWING COUNCIL GOALS ARE BEING ACHIEVED:
Invest in the Growth and Evolution of the City's Economy Operate in a Businesslike Manner
FISCAL IMPACT:
The Fiscal Year 2025-26 Adopted Budget includes appropriations in the General Fund for these services. If approved, appropriations will be included in future year's budgets to City Council consistent with the budget adoption process. In no event shall the proposed agreements with each firm, exceed $500,000 over a three-year period.
BACKGROUND & ANALYSIS:
The City's Five-Year Capital Improvement Project budget includes numerous new development and redevelopment of existing properties, including historic properties specifically in Downtown Ontario. Staff has identified a need to contract with multiple firms to provide on-call consulting services. These services include, but are not limited to, environmental services, architectural and urban design services, and landscape architecture design services.
On October 8, 2024, the City solicited statements of qualifications for professional environmental, architectural and urban design, and landscape design services. The City received thirty-one responses and a panel of City Staff reviewed each of the proposals to determine a pre-qualified list 556
of six firms. The firms selected were deemed to be the most qualified in their respective categories based on their broad range of expertise demonstrated by their services provided to municipal agencies and capability to perform the work in a timely manner.
Staff is recommending on-call contracts with the six firms. Contracting with numerous firms will ensure a cost-effective option and that sufficient resources are always available for projects and task orders as they arise. In addition, Staff is recommending that all contracts be executed between the firms, the City, and the Ontario Housing Authority, so that any City department can make use of these services for their respective projects. The execution of these agreements do not guarantee any payment or assignment to any firm. The pre-selection of firms on the basis of qualification permits the assignment of tasks on the basis of best value, on the basis of specialized expertise, and/or availability. Funds shall only be encumbered for each consultant when the City has an assigned project for said consultant, at which time a purchase order for said project will be opened and the dollar amount will be based on the consultant's proposal for the services to be rendered.

APPROVAL OF GOODS AND SERVICES AGREEMENT FOR MERIDIAN BARRIERS
FROM MERIDIAN RAPID DEFENSE GROUP
CITY OF ONTARIO
Agenda Report
July
1, 2025
SECTION:
CONSENT CALENDAR
RECOMMENDATION:
That the City Council authorize the City Manager or his designee to execute all documents necessary for the purchase of meridian barriers in the amount of $600,000 from Meridian Rapid Defense Group of Pasadena, California.
THE FOLLOWING COUNCIL GOALS ARE BEING ACHIEVED:
Maintain the Current High Level of Public Safety
Pursue City's Goals and Objectives by Working with Other Governmental Agencies FISCAL IMPACT:
The City was awarded a Riverside Urban Area Security Initiative grant of $600,000 for Fiscal Year 2021-22 (with a grant award ending date of July 31, 2025) to purchase road barriers.
There is no requirement for matching funds from the City for this reimbursable grant. If approved, additional appropriations will be included in the Grants Fund at a future quarterly budget update to City Council for approval as needed.
BACKGROUND & ANALYSIS:
The Ontario Police Department recognizes the necessity of acquiring mobile meridian barriers to support road closures and enhance security during various City events.
This investment is aimed at improving the safety of both the public and law enforcement personnel. Meridian Rapid Defense Group will supply the Archer 1200 Barriers, which are known for their ease of deployment using the Archer Field Tow Bar and/or Archer Hauler.
In May 2025, the City issued a Request for Proposals (RFP #1920), seeking qualified vendors for the provision of Mobile Anti-Vehicle Barriers. Of the two responsive vendors, Meridian Rapid Defense Group was selected for meeting the established criteria outlined in the RFP.
Funding for this project is provided through the FY 2022 Riverside Urban Area Security Initiative (RUASI) Grant Program, which supports regional preparedness in high-threat, high-density urban areas. The UASI program is designed to enhance multi-jurisdictional coordination, address specific planning and operational needs, and build the capability to prevent, protect against, respond to, and recover from terrorism and weapons of mass destruction incidents.
706
RUASI encompasses the cities of Riverside, San Bernardino, and Ontario, along with the counties of Riverside and San Bernardino. Project proposals are evaluated and recommended by the RUASI Steering Group and local Approval Authority, consisting of representatives from the participating jurisdictions. Project selection is based on alignment with UASI program goals, including a strong emphasis on regional collaboration.
On November 7, 2023, the City Council approved the acceptance of $600,000 in grant funding under the FY 2022 RUASI program to support this acquisition.
While there is no long-term obligation to continue participation in these grant programs beyond the operational life of the equipment, City staff will coordinate with the City of Riverside Office of Emergency Services (the designated RUASI Administrative Entity) and the Department of Homeland Security to ensure proper demobilization and surplus of the equipment at the program’s conclusion.

BUILDING SECURITY PROJECT
CITY OF ONTARIO
Agenda Report
July
1, 2025
SECTION:
CONSENT CALENDAR
RECOMMENDATION:
That the City Council authorize the City Manager, or his designee, to execute Amendment No. 6 to the
Maintenance Services Agreement with Convergint Technologies, LLC, of La Palma, California, increasing the authorized contract amount for the Ontario Police Department building security project for a total not-to-exceed amount of $4,390,136.
THE FOLLOWING COUNCIL GOALS ARE BEING ACHIEVED:
Operate in a Businesslike Manner
Maintain the Current High Level of Public Safety
FISCAL IMPACT:
The recommended Amendment No. 6 increases the authorized contract by $23,886 for a total not-to-exceed contract amount of $4,390,136. If approved, additional appropriations will be included in the Treasury Asset Seizure Fund in a future quarterly budget update to City Council for approval as needed for the building security project.
BACKGROUND & ANALYSIS:
On May 6, 2025, the City Council approved Amendment No. 5 to the Maintenance Services Agreement with Convergint Technologies, LLC. The City’s Communications Infrastructure Planning and Design Standards, established by the Information Technology Agency, promotes consistent and standardized technology infrastructure across all City facilities, including security cameras and access control systems used at the Ontario Police Department. Convergint Technologies, LLC has been the designated provider for access control systems citywide due to the reliability and consistency of their standardized approach. The proposed Amendment No. 6 provides funding for the installation of additional card readers at the Ontario Police Department as part of an ongoing effort to enhance building security and operational functionality. The scope of work includes installing field devices, door hardware, cabling, and an owner-furnished access control panel. These upgrades are essential to support expanded facility access and to improve overall safety and security. Staff recommends approval of Amendment No. 6 to the Maintenance Services Agreement with Convergint Technologies, LLC to continue the City's commitment to standardized infrastructure and the enhancement of security systems across City facilities. 724
