JOINT MEETINGS
The special meetings of the Ontario City Council and Housing Authority were held on Wednesday, July 30, 2025 at Ontario City Hall, 303 E. B Street Ontario, California.
OPEN MEETING CALLED TO ORDER
Mayor Leon called the joint meetings to order at 1:00 p.m.
ROLL CALL
PRESENT: Mayor/Chairman: Paul S. Leon
Mayor pro Tem/Vice Chair: Alan D. Wapner
Council/Authority Members: Jim W. Bowman, Debra Porada, and Daisy Macias
ABSENT: Council/Authority Members: None
Also present were City Manager / Executive Director Scott Ochoa, City Attorney / Legal Counsel Ruben Duran, Special Counsel Michael T. Travis, and City Clerk / Secretary Sheila Mautz.
INFORMATION RELATIVE TO POSSIBLE CONFLICTS OF INTEREST
Mayor pro Tem Wapner announced a conflict out of an abundance of caution and excused himself from the meeting at 1:01 p.m.

City Manager Ochoa made no announcements.
CLOSED SESSION
Mayor Leon inquired whether persons were present who wished to speak to the Closed Session items. Hearing no one, City Attorney Duran announced the matter for discussion as listed on the agenda. Mayor Leon recessed to Closed Session at 1:02 p.m., for the discussion of the following:

Mayor Leon reconvened the meetings at 1:14 p.m.
ADMINSTRATIVE REPORTS/DISCUSSION/ACTION
1. TERMINATION APPEAL HEARING - BRADLEY NEUMANN
Emanuela Tala presented the City's case and Bradley Neumann presented his case before the City Council.
PUBLIC COMMENT
Mayor Leon inquired whether persons were present who wished to comment, there were no written communications or speakers.
CLOSED SESSION
Mayor Leon inquired whether persons were present who wished to speak to the Closed Session items. Hearing no one, City Attorney Duran announced the matter for discussion as listed on the agenda. Mayor Leon recessed to Closed Session at 2:15 p.m., for the discussion of the following:
GC 54957, PUBLIC EMPLOYEE DISCIPLINE/DISMISSAL/RELEASE
REPORT ON CLOSED SESSION
City Attorney Duran announced Council deliberated and directed Staff to prepare additional information for the item to be considered in Closed Session at a future meeting.
ADJOURNMENT
Mayor Leon adjourned the special meetings of the Joint Agencies at 2:33 p.m.
