FROM: Dave Allenbach, Transportation Analyst
1. SUBJECT
Request for permit parking on Wayfield Street between Orange Grove and Madison avenues.
2. SUMMARY
At its October 13, 2021 meeting, The City Traffic Commission approved Permit Parking Area “W” (Area “W”,) comprised of Orange Grove and Madison avenues west of Wayfield Street.
Subsequently, staff reached out to residents that expressed concerned over parking demand shifting onto Wayfield Street. This proposal addresses those concerns by incorporating the affected segment of Wayfield into Area “W”.
3. RECOMMENDED ACTION
1. Amend the previously approved Permit Parking Area “W”to include the segment of Wayfield Street between Orange Grove Avenue and the southerly property lines of 550/555 Wayfield Street.
2. Forward to the City Council for final approval.
4. FISCAL IMPACT
The total expenditure for the project is $1,000 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263).
5. STRATEGIC PLAN GOALS
Goal 1: Provide for a safe community
b. Provide and maintain infrastructure necessary to ensure the safety of the public
6. DISCUSSION AND BACKGROUND
During the discussion of Parking Permits for Madison Avenue and Orange Grove Avenue at the October 13th Traffic Commission Meeting, two residents expressed concern about Wayfield Street (north of Madison Avenue) not being included in the then-proposed permit parking area. Because these two residents did not represent a majority of the six affected Wayfield Street homes, the Traffic Commission approved the permits for Madison Avenue and Orange Grove Avenue only. The approval was consistent with staff’srecommendation at the time, and based on the results of the associated petition process whereby residents of Wayfield Street did not elect to participate in the parking permit program.
In light of (1) the aforementioned concerns and (2) the fact that Wayfield Street south of the subject City of Orange Printed on 12/2/2021Page 1 of 2

In light of (1) the aforementioned concerns and (2) the fact that Wayfield Street south of the subject area is currently designated “no overnight parking”, staff determined that in the interest of fairness, petition letters would once again be sent to the six homes on Wayfield Street between Orange Grove and Madison avenues. This is because, without an overnight parking restriction, this section of Wayfield Street would likely be vulnerable to parking intrusion if not included in the approved Area “W”.
To that end, On October 18, 2021, petition letters were mailed to the six affected addresses on Wayfield Street. Five of the six petitions were returned to the City, all of which (83%) were in favor of parking permits. Moreover, staff has documented a consistently high demand for on-street parking in the subject area that becomes progressively greater through the evening hours. The level of parking demand exceeds the minimum requirements stipulated in the City’sNeighborhood Permit Parking Program (NPPP.)
Staff would like to once again remind the residents of Orange Grove Avenue, Madison Avenue and Wayfield Street of the following:
1. Should the residents of Walnut Avenue and Wayfield Street outside the proposed permit parking area (as shown on attached Area Map) wish to be included in the permit program in the future, they will be required to pay the application fees and meet any program requirements that are in place at the time the request is submitted.
2. Any vehicle parked in a designated parking-by-permit area without a permit is subject to citation; furthermore, parking permits do not supersede the existing overnight parking restriction on a portion of Wayfield Street or the street sweeping restrictions in the neighborhood.
Recommendation
Based on the above, staff recommends that the Traffic Commission approve the addition of Wayfield Street between Orange Grove and Madison avenues (including 550/555 N. Wayfield Street as shown on the attached Area Map) to the previously approved Permit Parking Area “W”;and forward to the City Council for final approval.
If approved, Area “W” would be expanded to consist of:
· Both sides of Madison Avenue from Wayfield Street to the cul-de-sac. · Both sides of Orange Grove Avenue from Wayfield Street to the westerly property lines of 1743/ 1744 E. Orange Grove Avenue.
· Wayfield Street between Orange Grove Avenue and the southerly property lines of 550/555 Wayfield Street.
The proponent and all residents and businesses within potential impact areas of this neighborhood were notified of this item on the Traffic Commission Meeting agenda.
