1. SUBJECT
Award of Contract to CT&T Concrete Paving, Inc. for Annual Concrete Replacement at Various Locations, Fiscal Year 2021-2022; Bid No. 21-22.19.
2. SUMMARY
Bids for the Annual Concrete Replacement Project Fiscal Year 2021-2022, SP-4181 were received and opened on December 9, 2021. Two bidders responded to the notice inviting bids. The apparent low bidder is CT&T Concrete Paving, Inc. of Pomona, California in the amount of $775,280.
3. RECOMMENDED ACTION
1. Authorize the appropriation of $100,000 from Unreserved Fund 263 Measure M2 to 263.5011.56330.13120 Pavement Management Program.
2. Approve contract with CT&T Concrete Paving, Inc. in the total amount of $852,808, representing an original amount of $775,280 plus a 10% contingency of $77,528, for Annual Concrete Replacement Project, Fiscal Year 2021-2022; and authorize the Mayor and City Clerk to execute on behalf of the City.

The total expenditure for this contract is $852,808 and will be funded in Pavement Management Program (13120) and Contract Services through:

6. DISCUSSION AND BACKGROUND

publicly advertised for three weeks. The bids were opened on December 9, 2021. Two bidders responded as follows:
1. CT&T Concrete Paving, Inc. $775,280.00
2. CJ Concrete Construction, Inc.. $793,717.50
The low bid is about 20% higher than the Engineer’sEstimate of $645,140 for the project. This is likely due to increases in labor costs and prices of materials. Staff checked the references and qualifications for CT&T Concrete Paving, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of a similar nature to this project. Therefore, staff recommends that CT&T Concrete Paving, Inc. be awarded the contract in the amount of $852,808, representing an original amount of $775,280 plus a 10% contingency of $77,528, for Annual Concrete Replacement Project Fiscal Year 2021-2022.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “ExistingFacilities”Class 1. The CEQA Notice of Exemption has been filed with the County Clerk’s Office on November 12, 2021. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file.
This project will replace all the needed concrete improvements such as sidewalks, ADA ramps, curbs and gutters, in preparation for the annual street pavement rehabilitation work to follow. Construction is scheduled to begin in February 2022 and is expected to be completed within 90 calendar days.
