6. DISCUSSION AND BACKGROUND
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from commercial parking overflow. Under the City’sNPPP guidelines, a request City of Orange Printed on 1/5/2022Page 1 of 3

residential streets from commercial parking overflow. Under the City’sNPPP guidelines, a request for permit parking may be initiated by a resident in an affected neighborhood.

Staff received such a request for permit parking on Madison Avenue between Wayfield Street and the cul-de-sac east of Tustin Street. A review of the land uses, access, and circulation of the neighborhood and immediate vicinity indicated that (1) implementing permit parking only on Madison Avenue could potentially shift any commercial parking intrusion into other parts of the neighborhood and (2) permit parking would be more effective if the entire neighborhood (north of Walnut Avenue and east of Tustin Street) comprised any potential permit parking area (study area.) Thus, the study area was expanded to also include Orange Grove Avenue, Wayfield Street, and Walnut Avenue to allow those residents the option of participating in the permit parking process.

Staff then proceeded to evaluate the request in accordance with NPPP guidelines, taking into consideration all four aforementioned streets.

Parking Occupancy
In order for permit parking to be considered, at least 75 percent of the available on-street parking in the study area must be occupied during the perceived problem times. Staff conducted a parking occupancy study, the result of which indicated that approximately 76 percent of the available on street parking was being used on a recurring basis. Thus, the occupancy requirement is satisfied.

Resident Support
In addition, at least 75 percent of the area residents must sign a petition in favor. The results of the petition process were as follows:

Affected Street Total Households Number in Favor Percent in Favor Madison Avenue 9 7 78%
Orange Grove Avenue 9 7 78%
Wayfield Street 14 5 36%
Walnut Avenue 5 2 40%
Based on the petition results, only residents of Madison and Orange Grove avenues supported the proposal. Because the residents of Wayfield Street and Walnut Avenue overwhelmingly voted against permit parking, these streets would be excluded from the proposed permit parking area that was first brought to the City Traffic Commission (CTC) for approval.

City Traffic Commission Approval
At a special meeting held on October 14, 2021, staff presented an item to the City Traffic Commission (CTC) recommending permit parking on Madison and Orange Grove Avenues (Area “W”,)consistent with the results of the petition process and NPPP guidelines.

However, during public comments, two residents expressed concern over a small portion of Wayfield Street (north of Madison Avenue) being vulnerable to parking intrusion if it were not included in the proposed permit parking area. This concern was based on the fact that a larger portion of Wayfield City of Orange Printed on 1/5/2022Page 2 of 3

proposed permit parking area. This concern was based on the fact that a larger portion of Wayfield Street (south of Madison Avenue) is currently designated “noovernight parking”;and the introduction of permit parking elsewhere in the neighborhood would leave six homes on Wayfield Street “unprotected.” But because Wayfield Street as a whole did not support permit parking during the petition process, and these two residents did not represent a majority of the affected portion of Wayfield Street, the CTC approved Area “W”to consist of Madison and Orange Grove Avenues only, consistent with staff’s recommendation.

To address the aforementioned concerns, staff determined it would be in the public interest to consider adding the six affected Wayfield Street homes to the CTC-approved Area “W”. Petitions were subsequently re-sent only to those affected addresses. Five of the six petitions (83%) were returned in favor of parking permits, demonstrating adequate support. Then, at its December regular meeting, the CTC approved incorporating Wayfield Street into Area “W”;and forwarding to the City Council for final approval. The entirety of Area “W” is depicted on the Area Map attached.

Recommendation
This request for permit parking was been reviewed in accordance with the City’sNPPP and satisfies all program requirements. Therefore, staff respectfully recommends the final approval of Area “W”, comprised of the following streets:
· Both sides of Madison Avenue from Wayfield Street to the cul-de-sac. · Both sides of Orange Grove Avenue from Wayfield Street to the westerly property lines of 1743/ 1744 East Orange Grove Avenue.
· West side of Wayfield Street from Orange Grove Avenue to Madison Avenue. · East side of Wayfield Street from Orange Grove Avenue to the property line at 565/555 North Wayfield Street.
