6. DISCUSSION AND BACKGROUND
Over the past few years, the City has employed the services of Lyons Security Services Inc. (Lyons), a private security firm, to patrol City parks during non-operating hours. This strategy has proven very effective in reducing vandalism such as graffiti, electrical wire theft, damaged doors, windows, bonfires, and broken trees, as well as ensuring compliance with park closure hours. A security presence in the parks acts as a deterrent to these behaviors. In most cases, Lyons is successful in gaining compliance with City ordinances. Lyons works closely with the Orange Police Department (OPD) in cases where further enforcement is required.

The City Council approved the current agreement with Lyons in May of 2020 to provide security patrols for our parks during park closure hours, for a four-year term. The original not to exceed contract amount was $440,000. This allows for patrolling to occur in nightly seven-hour shifts, seven days/week, 365 days/year. In May of 2021, the City Manager executed the first amendment to the agreement, adding the Old Towne West Metrolink Parking Structure to the service area and dedicating hours for patrol of the parking structure. The first amendment added $12,000 to the total City of Orange Printed on 2/3/2022Page 1 of 2

dedicating hours for patrol of the parking structure. The first amendment added $12,000 to the total not to exceed amount, bringing the agreement total to $452,000.

Since execution of the first amendment, there has been an increase in illegal activity at El Camino Real Park during daytime hours. Additionally, the City began receiving citizen reports of loitering, bathing in the restrooms, drug use, and other unlawful behavior at El Camino Real Park during daytime hours. To address these concerns, the proposed amendment will allow for daytime monitoring at El Camino Real Park. The proposal is based on adding four hours of patrol in the early morning on weekdays and eight hours per day on weekends.

The City recently received grant funding from the North Orange County Public Safety Collaborative in the amount of $118,181. There is a separate staff report for accepting the grant funding on tonight’s agenda. Forty thousand dollars of the award is dedicated to assisting with services related to addressing homeless issues, including park security. This additional funding allows the City to provide the proposed daytime patrol hours through August 2022. Community Services staff will continue to work closely with OPD to address illegal activity at all parks and adjust security hours as needed.

Upon approval, the new total not to exceed amount for the four-year agreement will be $492,000.

Funding for the remaining years of the agreement is dependent upon approval of the annual operating budget.
