Department of Justice approved the application for funding under the 2021 Edward Byrne Memorial JAG Program. The joint allocation amount awarded to the County of Orange is $427,301, of which $12,579 was awarded to the City of Orange Police Department to support activity related towards achieving National Incident-Based Reporting System (NIBRS) compliance and the purchase of replacement duty weapons for front-line officers.
As a condition of the award, JAG recipients must ensure that three percent of the award amount (less administrative fees) is used towards achieving NIBRS compliance. In December 2020, the department procured the NIBRS module as a new component of the Central Square Records Management System product used to report crime data. The NIBRS module was scheduled to be completed by July 2021; however, staff encountered numerous delays from the vendor and progress has slowed. The new anticipated date of completion is July 2022.
The Orange Police Department’s 2021 jurisdictional project identified the need to replace the department’sprimary duty weapon inventory. All department safety personnel currently carry Glock 22 pistols that are approximately 16 years old or newer. The longevity of a duty handgun spans between five and eight years. A switch to 9 millimeter pistols as the primary duty weapon will provide front-line officers with a smaller, lighter, and better performing duty weapon. To offset the cost of new handguns, the department will receive a trade-in credit for existing inventory that will be applied towards the purchase of new handguns. Further, the agency will see a reduction in ammunition costs and will implement a replacement schedule to adequately maintain inventory levels. It is the responsibility of the department to ensure firearms are appropriate and in good working condition.
Moving to 9 millimeter pistols as its primary duty weapon will ensure equipment meets department standards to provide public safety services to the community.
While the purchase of handguns from ProForce Law Enforcement is within specified purchasing parameters that do not require further approval, the cumulative total for this vendor in Fiscal Year 2021-2022 will exceed the maximum allowable purchasing threshold requirement. It is the recommendation of the Purchasing Division of the Finance Department to apply the Orange Municipal Code, Section 3.08.120.B which requires the approval of the City Council for the purchase of materials, supplies and equipment of $30,000 or more.
The County of Orange is requesting approval of an agreement that allocates the City’s2021 JAG funds as follows: $1,398 for grant administrative fees, $419 applied towards NIBRS compliance, and $12,160 retained by the City.
