6. DISCUSSION AND BACKGROUND
On May 11, 2021, the City Council approved an agreement with Siemens Industry, Inc. (Siemens) for maintenance of surveillance cameras, hardware infrastructure, and Genetec license supporting the City’sexisting Genetec security platform. Siemens’services replaced the services formerly provided by Convergint Technologies (Convergint) in most areas with the exceptions of the Metrolink Station and the Old Towne West Parking Structure. During the May 2021 timeframe, there were a number of service agreements expiring with Convergint in areas such as the police department, libraries, civic center, and various parks and other locations, allowing for a timely transition to a new service City of Orange Printed on 2/3/2022Page 1 of 2

agreement with Siemens.

However, the Metrolink Station and Old Towne West Parking Structure were uniquely on five-year agreements with Convergint through March 2022 and June 2024, respectively, due to the surveillance system award process associated with the parking structure project, which was completed in different phased timeframes. This agreement adds maintenance with Siemens for the Metrolink Station, since the original five-year agreement with Convergint is due to expire on March 29, 2022.

The amendment for the Metrolink station is broken down into two maintenance timeframes. The first is March through September 2022, to be coterminous with the original Siemens maintenance agreement anniversary. The second timeframe is September 2022 through September 2023 at which time the whole of the agreement with Siemens will expire and be reviewed for renewal. The parking structure will be the only area remaining with support from Convergint, with an agreement lasting through June 2024.

On January 12, 2021, the City Council approved an agreement with Siemens Industry, Inc. to replace existing electronic door access control system for City facilities and integrating access control with the City's existing security camera platform.

Staff recommends expanding the services with Siemens Industry, Inc. to include the Metrolink Station. This will reduce the number of contracted individuals that will have access to the security platform. Looking forward, assuming acceptable performance from Siemens, we anticipate surveillance, access control, and intrusion detection will be furnished and maintained by Siemens as the single source provider.
