6. DISCUSSION AND BACKGROUND
As part of the 2021 State Budget Act, the Board of State and Community Corrections (BSCC), under the Corrections Planning and Grant Programs, awarded funds towards the North Orange County Public Safety Collaborative Program. The eligible allocation award is approximately $7.8 million and is intended to support a collaborative effort to reduce violence through prevention, intervention and suppression activities through the use of evidence-based practices in the following areas:

1. Programs to address youth violence prevention and intervention in K-12 schools

2. Promote and enhance the successful reentry of offenders into the community

3. Address homeless outreach and intervention efforts
The Orange Police Department will be joining ten North Orange County cities who are also receiving these funds: Anaheim, Brea, Buena Park, Cypress, Fullerton, La Habra, La Palma, Placentia, Stanton, and Yorba Linda. The City of Stanton is the designated Fiscal Agent.

To satisfy the program requirements, the Orange Police Department will prioritize the use of funds to address homeless outreach and intervention efforts in the City of Orange. The funds will be shared, in partnership with the City of Orange Public Works Department and Community Services Department, to address homeless-related issues including, but not limited to, homeless outreach services, special enforcement, after-hours security, and maintenance of city parks and streets.
