6. DISCUSSION AND BACKGROUND
The Federal Community Development Block Grant Program (CDBG) provides grant funds to enable eligible localities to construct public improvements in Low and Moderate Income Areas within their jurisdiction. Eligible activities include infrastructure upgrades such as restroom improvements to comply with Americans with Disability Act (ADA). The El Modena Branch Library was built in 1977.

Minimal improvements have been done to the restrooms at this branch library since its construction.

Due to aging infrastructure and the necessity to accommodate ADA regulations, two public restrooms are recommended to be improved at this facility.

This project will provide for the accessibility improvement of two ADA restrooms at El Modena branch Library. As part of this project, actuator devices will be installed along with a mechanical door opener City of Orange Printed on 2/3/2022Page 1 of 2
