6. DISCUSSION AND BACKGROUND
The Community Services Department utilizes SiteOne Landscape Supply (SiteOne), an Orange based business, for commercial irrigation and landscape supplies to complete in-house landscape projects and repairs. These projects are in addition to the park maintenance contracts for general landscape maintenance. SiteOne is the nation’s largest supplier of wholesale goods for green industry professionals in the United States and Canada and is currently the only commercial irrigation supplier in the City. Over the last several years, SiteOne has acquired other local companies that have been patronized by the Department in the past such as Hydroscape, an irrigation supply store, and Village Nursery. As such, SiteOne has expanded its products to include commercial irrigation supplies, trees, industry specific tools, seed, fencing, and other landscape supplies. Parks staff utilize SiteOne as a one-stop shop for these supplies to increase efficiencies while supporting a local City of Orange Printed on 2/3/2022Page 1 of 2

utilize SiteOne as a one-stop shop for these supplies to increase efficiencies while supporting a local business with cost-competitive prices.
The City Council authorized SiteOne as a single source vendor in December 2020 and the Parks Division currently has a $50,000 blanket purchase order with SiteOne which will soon be expended.
Staff anticipates that required expenditures will exceed the current purchase order amount due to three factors. First, the cost of goods continues to increase with time. Staff received notification last fall from Site One indicating raw material shortages, increase in freight costs, labor shortages, and price inflation for core irrigation products, PVC pipe, plant material, and hardscape products.
Second, SiteOne expanded its product selection to include items that are unavailable at other local retailers. Finally, staff is making more repairs in the parks than usual due to aging infrastructure and increased vandalism.
Given these factors, staff estimates that the Department will spend approximately $10,000 more at SiteOne during this fiscal year and is requesting that the City Council authorize an addition to the blanket purchase order for a total of $60,000 to allow the Department’sstaff to continue purchasing necessary materials for making repairs in the field. Funds are currently available in the FY 22 Community Services Department allocated budget.
