2. SUMMARY
COVID-19 and existing supply chain shortages are causing significant and unavoidable project delays that can potentially jeopardize grant funding. To address such hardships and uncertainty, delays of up to 24 months can be requested for projects funded by the Orange County Transportation Authority (OCTA.) In order for the City of Orange to request a delay from OCTA, the City Council must concur and authorize staff to do so.

6. DISCUSSION AND BACKGROUND
The Orange County Transportation Authority (OCTA) sponsors projects that develop and maintain corridor-based, multi-jurisdictional signal synchronization along corridors through Orange County.
These Regional Traffic Signal Synchronization Program (RTSSP) projects, collectively known as Project P, are funded under the Renewed Measure M (M2).
In 2019, the City of Orange nominated the Tustin/Rose Corridor RTSSP Project (hereafter referred to as “theProject”)to OCTA for Measure M2 funding. The Tustin/Rose Corridor stretches over 11 miles across the cities of Anaheim, Orange, Placentia, Santa Ana, Tustin, and Yorba Linda, and includes 54 City of Orange Printed on 2/3/2022Page 1 of 2

across the cities of Anaheim, Orange, Placentia, Santa Ana, Tustin, and Yorba Linda, and includes 54 signals. The Project proposes traffic signal and communication equipment upgrades and the development and maintenance of optimized signal synchronization plans to best accommodate prevailing traffic patterns. Because the performance of this corridor is critical for mobility in Orange, City staff is leading the corridor-wide effort to manage and implement the Project. OCTA’sBoard of Directors awarded $2.8M Measure M2 funding to Project for Fiscal Year 2021.
RTSSP projects such as this are divided into two sequential phases: (1) Primary Implementation (PI), and (2) Ongoing Operation and Maintenance (O&M). PI involves design, equipment procurement, systems integration, construction, signal re-timing, and before-and-after studies. O&M involves monitoring, adjusting, and fine-tuning the signal timing for a period of two years post-PI.
The PI Phase of the Project has been well underway since the summer of 2021 when the City awarded a consultant contract. Project activities in-progress include, but are not limited to: project management and administration, inter-agency coordination, data collection and traffic studies, development of signal synchronization plans and charts, design of traffic signal improvements, and preparation of comprehensive project reports. Additionally, a Cooperative Agreement has been executed between Orange and each of the participating cities. However, the combination of COVID- 19 and supply chain shortages has extended the schedule for completing PI and starting O&M.
Currently, the O&M phase is scheduled to begin on June 30, 2022. A 24-month project delay would push that date to June 30, 2024 or completion of PI, whichever occurs first. Staff will continue moving ahead with the goal of delivering the Project as soon as possible. Staff recommends the City Council concur with the request for a delay, and authorize staff to submit the City’s request to OCTA.
