1. SUBJECT
Agreement with Joseph C. Truxaw and Associates, Inc. for land surveying services.
2. SUMMARY
Land surveying services are required for preparation of plans and specifications for the Annual Pipeline Renewal Project. Joseph C. Truxaw and Associates, Inc. was selected with the lowest bid of $23,805. The cumulative 12-month total for the selected consultant exceeds $30,000.
3. RECOMMENDED ACTION
Approve the agreement with Joseph C. Truxaw and Associates, Inc. in the amount of $23,805 for land surveying services; and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this agreement is $23,805 and will be funded through Water Fund (600).

6. DISCUSSION AND BACKGROUND
Existing water transmission mains on Heim Avenue are scheduled to be replaced as part of the Annual Pipeline Renewal Project. These water mains were constructed in the late 1950’sand 1960’s and have had leaks due to settlement and corrosion. The mains are also undersized per current standards.
Land survey of the proposed project area is required to develop plans and specifications for replacement of these existing water mains. The new transmission mains will provide a more reliable conveyance of water between pressure zones to enhance service and fire protection to the residents in the area.

2. Kabarra Engineering $29,460
Joseph C. Truxaw and Associates, Inc. was selected with the bid of $23,805. Currently, the consultant has an agreement with the City to provide on-call survey service. With the additional land surveying service, their cumulative 12-month total will exceed $30,000, and the agreement requires City Council approval.
The selected consultant has successfully completed multiple land surveys for the City of Orange.
Staff recommends that Joseph C. Truxaw and Associates, Inc. be awarded the agreement in the amount of $23,805 for the Annual Pipeline Renewal Project land surveying services. Work is scheduled to begin in April 2022 and is expected to be completed within 42 calendar days.
