1. SUBJECT
First Amendment to Agreement with Azarvand’sBuilding Department Services LLC for Building and Safety plan review services.
2. SUMMARY
The City currently has an agreement with Azarvand’sBuilding Department Services LLC, for plan review services for the City for an amount not to exceed $30,000. The amount of the original agreement has been expended. The proposed First Amendment will increase the agreement amount by $60,000 for a total amount not to exceed $90,000. These additional funds will cover the costs of services for the remainder of the fiscal year.
3. RECOMMENDED ACTION
1. Approve a First Amendment to Professional Services Agreement with Azarvand’s Building Department Services LLC, in the amount of $60,000; and authorize the Mayor and City Clerk to execute on behalf of the City.
2. Authorize the appropriation of $60,000 from the General Fund to expenditure account number 100.5013.51670.00000, Other Professional & Consulting Services.
4. FISCAL IMPACT
The total expenditure for this agreement is $60,000 and will be funded through general fund (100).

6. DISCUSSION AND BACKGROUND
Due to increased property development activities for both residential and commercial areas, the plan check workload has been increasing and additional consultant services are needed to reduce plan check delays and meet customer’s expectations. To improve customer service levels, the City developed an agreement with Azarvard’sBuilding Department Services LLC to supplement our in- house plan check capabilities. The original agreement established on September 2, 2021 was for a total of $30,000. total of $30,000. These funds have been expended and additional funding is needed to allow the City’sBuilding and Safety Services to maintain adequate turnarounds for plan reviews through the end of this fiscal year.
The persistent elevated development activity within the City has made it hard to meet plan check deadlines without additional consultant support. Azarvant’s Building Department Services LLC is familiar with both the City’splan check process and operations, and has been very good in providing additional support. This Amendment will help the City’seffort in reducing any plan check backlog and will assist in maintaining consistency and flexibility in our plan check operations.
