6. DISCUSSION AND BACKGROUND
Fire hydrants are important assets that help to ensure that the City’s water distribution system functions efficiently and properly. Besides annually flushing, painting of these fire hydrants proves to be critical with extending the service life. With over 4,400 fire hydrants within the City service area, the Water Division has been retaining contractors to paint approximately 1,100 fire hydrants per fiscal year to complete the four-year cycle of fire hydrant painting in the City. The scope of work includes traffic control, removal of grease, oil, loose paint, dirt, foreign materials, and painting with all necessary labor, equipment, and materials.

The term of the contract is for one year with an option to renew the contract annually for a total of three more years if the City is satisfied with the level of service from the contractor. The cost estimate for a one year service is $55,000. Each subsequent year is subject to a formula-based consumer price index (CPI) with an adjustment cap of no greater than 2%.
