1. SUBJECT
Award of Contract to Elegant Construction, Inc. for Fire Station 5 Bathroom Remodel; Bid No. 21-
22.24 .
2. SUMMARY
Four bids for Fire Station 5 Bathroom Remodel were received and opened on February 10, 2022.
The apparent low bidder is Elegant Construction Inc. of Irvine, California in the amount of $159,425.
3. RECOMMENDED ACTION
Approve the contract with Elegant Construction, Inc. in the amount of $183,339, representing an original bid amount of $159,425, plus a 15% contingency of $23,914 and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this contract is $183,339 and will be funded through:
Fire Station Maintenance (20334) Fire Facilities Fees (560) $153,339 City Facility Improvements (19809) Major Building Impr (725) 30,000 Total: $183,339

6. DISCUSSION AND BACKGROUND
This project will provide Fire Station 5 with three new bath and shower rooms. As part of this project the Captain’s bath and shower room will also be updated to match.
The formal bid solicitation was advertised on January 13, 2022 and on January 27, 2022. Bids were opened on February 10, 2022. Four bids were received as follows:

2. RS Construction and Development Inc. of Ontario, CA $213,000
3. C-1 Construction Corporation of Los Angeles, CA $228,000
4. Newbuild Construction and Restoration, Inc. of Orange, CA $296,000 Staff checked the references and qualifications for Elegant Construction and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that Elegant Construction be awarded the contract in the total amount of $183,339, representing an original amount of $159,425, plus a contingency of $23,914, for the Fire Station 5 Bathroom Remodel.
Construction is scheduled to begin in April 2022 and expected to be completed within a month.
